Experienced project manager and skilled negotiator with strong multilateral diplomacy background and expertise in Euro-Atlantic security, national reconciliation, and democratization issues.   Extensive experience in developing legislative and policy initiatives in the U.S. Congress and the executive branch.  Accustomed to working with diverse constituencies to achieve consensus.    Excellent oral and written communication skills with intermediate proficiency in Portuguese and Russian.  Strong cross-cultural experience through living and working in a variety of countries.

About Winsome Packer

Winsome Packer is an expert policy advisor and project manager with years of experience in Euro-Atlantic and Eurasian relations. She most recently spent seven years as a member of the U.S. Commission on Security and Cooperation in Europe. Before joining the commission, Winsome Packer served as a professional staff member of the Committee on Homeland Security in the United States House of Representatives. In this position, she focused on counterterrorism precautions in the aviation and transportation industries, as well as at the border. In the past, Ms. Packer has worked with the Corporation for National and Community Service as a legislative liaison to the House of Representatives and with the United Nations Commission on the Status of Women.

Away from her political and professional career, Ms. Packer enjoys writing and reading. Her favorite novel is The Turkish Gambit by Boris Akunin. She also spends time researching conventional arms control and interethnic conflict.
