Shell Iraq Petroleum Development - Majnoon FCP Project

Coordinating the commissioning activities, particularly for rotating and static equipment, both in the planning and execution phase. Assuring that the project scope is divided up into systems that are defined in a manner that will support ease of commissioning. Work with the commissioning team to set priorities for system turnover that allows for productive simultaneous operations (Simops) that allows for safe commissioning of systems while the construction contractor completes and turns over the remaining systems. Assure that the System Commissioning Procedures are developed, approved, and finalized per the planning schedule and include the appropriate content and detail to assure safe and thorough commissioning. Assuring that the Commissioning execution plan includes the materials, special tools, and vendor support for a safe and productive pace. Assuring that the commissioning staffing plan has the correct number of persons with the appropriate skills to execute the commissioning work. Represent the Commissioning team in key meetings with interfacing departments (Operations, Engineering, and Construction etc.). Supports Flawless Project Delivery objectives which include managing and monitoring various quality metrics. Provide support for the Project Quality Audits. Supporting project Factory Acceptance Testing (FAT) including: reviewing procedures, assigning resources, periodically attending FAT, and adjusting commissioning scope to integrate FAT successes and deficiencies. Assisting in the development of commissioning spare parts listing and quantities. Interfacing effectively with project personnel (project leadership and engineering staff), operations team, contract field construction personnel, and vendor support staff. Exxon Mobil – Arkutun-Dagi Field development, Sakhalin 1 – Houston, then based in DSME Shipyard, Korea

The project is a Gravity Based Structure (GBS) and Topsides designed/engineered in Houston, being constructed in South Korea and will be installed as a working platform off-shore Sakhalin Island.I was, up until May 2011, officiating in the role of Exxon Mobil company representative in Contractors office as a member of a multi-functional project execution team, responsible for interface with the engineering, procurement, operations and maintenance personnel, specifically relating to utility systems.Supporting the development of packaged equipment deliverables, including support of the coordination efforts for the downstream contractor. Reviewing work done by the contractor. Identifying the key issues/risks and involving Subject Matter Experts (SME’s) as required. Coordinating the efforts of the SME’s, reviewing specifications, RFQ’s etc.Providing direction to the downstream contractor in the design development/procurement of packaged equipment, preventative maintenance philosophy, equipment layouts and maintenance access.Providing continuity of discipline efforts through detail design as well as assisting in any estimate, scheduling and project assurance activities. Participating in HAZOP, vendor selection, vendor documentation reviews, Engineering Inspections and Factory Acceptance Tests (FAT’s).Committed to the development and implementation of a safe working environment for everyone on the project and the continuing establishment of an incident and injury free culture.The role developed into a System Owners / Commissioning Engineers role where I was based in the fabrication yard in Korea, and where the relevant assigned systems are closely monitored through Construction Mechanical Completion and then taken through pre-comm and full Dynamic Commissioning.

Technical writing of procedures and compilation of commissioning dossiers for review and approval by SEPIL, with the subsequent follow up and field / practical completion of same for handover to SEPIL OPS.

Witnessed and assisted in the pre-commissioning of systems through close liaison with construction and subcontractor personnel. Monitored subcontractor’s implementation of pipe cleanliness controls, flushing, blowing, reinstatement and other activities. Writing and compilation of blowing procedures and directing the implementation of same.

Reviewed the contractors ductwork installation to all buildings and witnessed testing of same.

Reviewed HVAC Controls strategy and was involved in the implementation of design changes.

Ensured all HVAC equipment was put through its paces, performance wise and ran satisfactorily to specification.

Ensured all pre-commissioning activities were completed to the necessary quality in accordance with the system pre-commissioning work plans.

Officiated in the role of N2/He Leak Test Superintendent, review and approval of Test packs, system sequence co-ordination and field supervision at time of testing.

Carried out and completed record sheets for equipment tests, blind isolations, temporary closures, internal inspections, safety checks, and media loading.

Reviewed systems for operability and operational safety, and where necessary proposed punch queries for supervisory review.

Carried out commissioning static and dynamic tests, and signed off checklists and method statement records to confirm the activities had been satisfactorily completed.

Coordinated the simultaneous activities of vendors, subcontractors and disciplines during these tests to enable maximum functionality of equipment to be demonstrated.

Monitored the safe conduct of the work and ensuring the work permit safety conditions are being met. Applied commissioning standard safety measures to all work.

Started up and operated equipment during testing and in early utility service, until the system was turned over from commissioning to operations.

Specific systems taken through all pre-comm and through full commissioning include all Fire-fighting systems, inclusive of Fire water Pumps and Ring main, foam skids, deluge skids / systems, hydrants, foam monitors, foam pouring systems ( tanks ) etc.

Also under my scope were all HVAC, Oily Water Collection, Open Drains, HP/LP Flare and HP/LP Fuel Gas Systems. All Static / Rotating equipment associated with these were taken through pre-comm and dynamic commissioning, vessel / tank inspections, pump alignments / runs etc.
