Director, Quality Reliability Assurance

Ceterus Networks, Inc

Architected and managed the company-wide business management system (BMS) compliant to TL9000, with integrated CMMI requirements for product development.

  • Defined and implemented comprehensive quality control and assurance processes at Tier-1 contract manufacturer (CM). Through comprehensive testing strategies involving AOI, boundary scan (JTAG), functional and burn-in tests, achieved first pass yield results of 97% and an all pass yield of 99% (scrap rate less than 1%).
  • Achieved a 50% reduction in NPI time-to-market (TtM) by providing project management leadership for the cross-functional design and operations team that introduced a new, strategically important optical CPE product from concept through pilot production within nine months versus normal 18 months for previous products.
  • Led the executive-level problem resolution and failure analysis team and the associated corrective and preventive action processes. Improved on-time response to critical and major customer problems from 70% to 100% within 3 months. Maintained a 100% on-time performance for the next 27 months.
  • Instituted a reliability assurance process that resulted in all new products having better than “five 9” performance.
  • Introduced and integrated Highly Accelerated Life Testing (HALT) into the design verification process along with Highly Accelerated Stress Screening (HASS) for on-going production.
  • Led the configuration/change management processes for all vital intellectual property as process owner. Facilitated a cross-functional, executive level Change Control Board (CCB). Utilized contemporary meeting management techniques to streamline and increase meeting effectiveness.
  • Participated as a principal in the screening, qualification and selection process of a new Tier-1 CM. Achieved transfer from Tier-2 to Tier-1 CM’s within 3 months. Engineered and qualified production and test processes within 90 days achieving a 97% first pass yield with new Carrier Grade Ethernet and Routing products at volume production.

Orchestrated organizational-wide performance improvements of the business management system (BMS) that was compliant and registered to ISO 9001:2000 International Standards - processes ranged from finance, strategic planning, marketing and business development, program management, contracts, purchasing, engineering, production and services. Reported directly to the president of the company.

  • Led and facilitated the enterprise-wide monthly operating review (MOR) process with a focus upon total business performance improvements using a balance scorecard approach. Achieved a 3X growth rate within two years.
  • Designed and served as program manager of a corporate initiative to achieve and sustain Sarbanes-Oxley compliance for disclosure control and procedures and internal control over financial reporting. Achieved a 60% reduction in third party cost utilizing an innovative gated, due diligence process bringing “order out of chaos.”
  • Utilized an organization-wide capability maturity assessment approach to drive company-wide alignment, operational effectiveness, efficiency and compliance.
  • Led the successful deployment and utilization of the Textron Six-Sigma initiative. Served as executive champion/sponsor in managing all black belt and green belt improvement projects. Netted $700K in savings in a two-year period.
  • Led the operational performance assessment portion of the due diligence process of a recent acquisition and merger. Led the organizational design effort transforming the company from a centralized to matrix–business unit structure with enterprise-wide process owners. Reduced G&A costs by 20%.

Managed and provided leadership for four, division-wide groups with up to 50 employees.Groups included Software Quality and Business Process Improvement, Reliability and Product Qualification, Strategic Quality & Reliability, and the Problem Resolution Center.Oversaw a $5M–$10M annual budget.

  • Led the design and deployment of business-unit wide quality management system, achieving the initial ISO/TL 9000 registration without non-conformances.
  • Achieved breakthrough quality and process improvements across the entire product life cycle ranging from requirements, R&D (hardware and software), system verification tests, manufacturing, product deployment, and in-service.
  • Managed leading-edge design verification test (DVT) approaches impacting both new product introduction life cycle reductions and improved initial and long-term quality.
  • Orchestrated the implementation of world-class quality assurance processes into nationwide in-house and contract manufacturing facilities positively impacting customer satisfaction and deliveries.

Led the Quality Research Center with key focus on research and benchmark of “best in class” quality technologies. Responsible for all aspects of quality program management for product software development, hardware development and service / support processes.
