I have been a member of numerous boards and advisory councils and have received various awards for my work in public service.  I am currently the President of the Board of Directors for the Sacramento Chinese Community Service Center (SCCSC), a Sacramento non-profit serving local students in after school programs and also a board member for two Sacramento Property and Business Improvement Districts (PBID): Florin Road Partnership and the Mack Road Partnership.  I am also the alternate Board Member to the Sacramento Metro Cable Commission.

I was an Ex-Officio Board Member to the Sacramento Traditional Jazz Society.  I have also served on the Solano County Board of Directors of the American Red Cross and was a founding director of the Sacramento Asian Pacific Chamber of Commerce.

Senior Management Analyst

City of Sacramento, Finance Department

After two years of simultaneous assignments as the Small Business Administrator, Budget Analyst and Legislative Analyst, I was promoted to Senior Management Analyst responsible for conducting operational and fiscal analyses, budget reviews, and other complex analyses.

Legislative and Government Affairs

  • Four years coordinating City Council's Law and Legislative Committee's agenda and issues.
  • Conferred with City's lobbyist, local, state and federal policymakers, regional legislative advocates and public information officers to formulate legislative bills and issues that affect the City of Sacramento.
  • Evaluates or assists in the evaluation of new or proposed local or state legislation, rules, and regulations; confers with affected parties; determines potential impacts to City operations and finances, and reports findings; analyzes, interprets, and applies policies, procedures, and regulations.

Program Management

  • Lead analyst managing staff training of City's new Oracle PeopleSoft web-based Electronic Citywide Accounting and Payroll System (eCAPS) since 2006.
  • Highly effective at conducting complex studies, surveys, and focus groups; collecting information of difficult operational and administrative problems; compiling and analyzing information, developing and evaluating options, preparing and presenting recommendations for review by management.

Policy Development

  • Consulted with community and subject matter experts to craft citywide policies, procedures and guidelines on areas including administration, code enforcement, campaign financing, transportation, employee benefits, procurement and government reorganization.  Sample projects include conducting outreach meetings to affected stakeholders; making presentations before community groups, City Council and regional policymakers; and drafting procedure manuals and regulatory guidelines.

Administrative and Facilities Management

  • An accomplished administrator with a comprehensive understanding of procurement and consulting contracts, human relations matters, training coordination and conference and meeting support.

Emerging and Small Business Development Administrator

City of Sacramento, Adminstrative Services Department

Established the City's first Small Business Enterprise Development program.  Worked with City Attorney's Office, Contract Compliance and operating department staff to design and implement the program policies, procedures and regulatory guidelines.  The program was ultimately expanded from a City-operated program to a jointly funded 5 agency program that lasted over 6 years.

Community Relations and Marketing Outreach

  • Recipient of 4 Community Service awards after 18 months of implementing City's small business enterprise program.
  • Designed and distributed informational brochures to community centers to facilitate easy access to small business information.
  • Established the City's first Employment and Small Business Commission to develop and implement strategies engaging small business groups, community based organizations and other stakeholders on proposed public policies.
  • Served as liaison with chambers of commerce, labor groups, media, financial institutions,  public agencies in the region.
  • Developed and executed annual plans that include comprehensive marketing, outreach, and enrollment goals.

Program Management

  • Lead project manager for planning, design, and implementation of  2 multi-agency business utilization consulting program studies over a 4 year period.
  • Highly successful for bringing projects in on time and under budget.
  • Significant achievement with key operating departments on developing Small Business Enterprise (SBE) program policies and procedures manual that outlined:

  • As Regional Conference Committee chair, raised $40,000 in corporate sponsorships for 3-day regional training conference in Sacramento for 250 statewide participants.

ASIAN, Inc./California Public Utilities Commission Supplier Clearinghouse

Achieved increasing promotions and responsibilities from Procurement Analyst to Project Director to Regional Operations Manager of the California Public Utilities Commission (CPUC) Supplier Clearinghouse Program with responsiblity for recruiting and training key employees; supervising 18 employees including 3 division manager; oversaw a $7 million regional operations center managing supplier database for 16 state-regulated public utilities.

Project Management

  • As a member of the master project team, successfully wrote the proposal, recruited and trained key managers and staff, and lobbied for the awarding of contract. 
  • Assisted in preparing annual program operational plan with the main office for submission to the CPUC.  Monitored program progress and reported any operational or financial plan adjustments quarterly as needed.

Community Relations and Outreach

  • Built positive relationships within San Francisco Bay Area business community with key trade associations, government agencies, labor and community groups.
  • Served as liaison between state regulated public utilities; local, state and federal agencies to facilitate exchange of information and resolving complaints.

  • Established three Federal tax exempt charitable non-profit organzations including drafting of articles of incorporation and bylaws; and guiding applications through the successful approval process.

Community and Marketing Outreach

  • Worked with business advocates to create innovative and unprecedented network of Asian-American statewide trade associations.
  • Established and maintained effective working relationships with small business community, City and County of San Francisco representatives, state governmental agencies, developers, consultants, architects, contractors and the public.

Alumni Recruitment Coordinator - Volunteer

As a member of the San Francisco Bay Area University of Southern California Alumni Club, I volunteered to be the Alumni Recruitment Coordinator where I worked closely with the Assistant Director of Admissions at USC for 5 years to coordinate:

  • the delivery of college informational materials to the various local high schools and college fairs, including information on admissions, college facts, and financial aid.
  • the scheduling of university admission reps and other alumni volunteers to appear at college fairs and to answer questions from prospective students and their parents.
  • being the liaison with college counselors at local San Francisco high schools.
