Program Manager for Air Force - Cloud Migration

As Program Manager for eSolution Architect, I’m responsible for managing multiple concurrent efforts to migrate Air Force application from GCSS-AF or legacy data centers to the Common Computing Environment (CCE) in the AWS GovCloud. I work closely with application PMO to develop and manage the best approaches for refactoring, deploying and maintaining their applications in a repeatable, secure, scalable, and maintainable environment utilizing Cloud-native services.

  • Manage technical effort using a variety of project management approaches, including standard SDLC and PM methodologies (Waterfall, Agile / Scrum Agile) and modern software development and infrastructure tools, processes and practices, including Cloud and DevOps.
  • Managed all project phases (initiating, planning, executing, monitoring & controlling, closing) and participated in the concept/proposal phase. This includes providing input and estimates for proposal responses that identify, quantifies, and manages program risks
  • Successful delivery of large-scale cloud migration programs and projects in high risk and complex environments to include experience in the delivery of cloud solution for DoD customer with successful ATO.

  • Supervised 27-person staff that provided support to the Oracle Support contract exceeding $45 million and over 834,000 Air Force customers
  • Provided engineering and program management support for $3.1 million network storage architecture by defining and evaluating storage requirements to meet the engineering and development needs. 
  • Engineered the Storage Area Network solution to resolve critical data storage problem on the corporate database server. This solution increased database storage by 100% and prevented downtime for over 70 key databases.
  • Led the successful separation of the local SAN infrastructure into two distinctive security enclaves. Efforts doubled the amount of disk space and increased the availability and protection of critical data.
  • Led the database and application development for the $350 million web-based Expeditionary Medical Information System.

 Deputy, AF Portal Program Manager

  • Supervised 13 military and contractor directly responsible for deployment oversight of the Air Force $1B Global Combat Support System and Air Force Portal.
  • Liaison to functional communities to work integration issues required to implement new applications (600+) being migrated to the portal.

 Chief, Military Database Section   

  • Managed 19 Military and Civilian Oracle DBAs in day-to-day operations of 64 databases exceeding 3.4TB—trained personnel in database concepts, and overall administration.
  • Managed outsourcing of database and software for Corporate Management Information System—documentation, software archives, and hardware accompanied relocation.
  • Directed the re-engineering effort to retrofit the Data Transport System into Oracle Designer 2000—established coding standards to facilitate rapid, system-wide enhancements to 230+ Oracle Packages.
