Saad has experience of working in policy development and analysis. He has an extensive publishing record, including authoring an academic paper on anti-corruption, that underpins his strong research and analytical skills. 

Work History

Senior Policy Analyst/Manager

Regulatory and competition economic policy development and delivery, principally for electricity/energy networks and markets

  • Design and implement an improved policy framework to allow new entrants connecting to the national electricity network. Estimated consumer saving from this is £20 million.
  • Lead on the development and delivery of electricity system operator incentives applied to costs of circa £850 million per annum.
  • Engage with stakeholders in designing and drafting the policy and legal framework for the UK electricity network. This is through authoring public consultation documents, setting up a formal working-level committee, and holding workshops and seminars.
  • Lead on managing disputes brought forward by electricity licence holders. Most recently I managed a dispute of over £5million.

Research Lead & Project Manager 

Lead research to provide evidence base for policy decision and recommendations 

  • Author of an academic article published in the Economics of Peace and Security Journal. The analysis aids practitioners in understanding governance levels in different environments.   
  • Project lead on index ( measuring levels of corruption risk in 82 national defence and security establishments. Responsibilities included establishing a methodological framework for data gathering, liaising with government officials, recruiting primary researchers, and drawing policy initiatives from the work. The analysis has resulted in nine countries introducing new ethics and anti-corruption policies in their respective military establishments. 
  • Contributor to a major source-based study assessing anti-corruption efforts in Afghanistan drawing on contributions by high-ranking military, diplomatic and policymaking personnel from a range of countries.
  • Author speeches for high-level diplomatic events such as the Munich Security Conference attended by various heads of state.

Research Officer

Lead on advocacy to reduce corruption in the global defence industry.

  • Lead campaigner and author on the “Defence Companies Anti-Corruption Index,” which rated the anti-corruption systems of 129 defence companies and featured in almost 100 media outlets ( 
  • Manage project teams on methodology development, research agenda, report creation, client engagement, and the advocacy plan for the campaign to reduce corruption within defence companies
  • Lead the the global client engagement and recruited partners from over 100 defence industry executives
  • Speaking engagements at industry events including a high level delegation of defence procurement officials in the Czech Republic and UK Foreign and Commonwealth officers deployed in high-risk countries.
