Supervised the Quality Engineering Performance Assessment team. Evaluated Site Quality Program performance, including Nonconformances, Inspections, Surveillances, and Audits; Developed, evolved, and published regulatorily driven quarterly Trend Evaluation Reports. Supported Site, Internal, and Client Audits, as well as Nuclear Regulatory Commission (NRC) Inspections. Performed and/or supported Root Cause Analyses, and Apparent Cause Analyses. Provided process automation support, and developed administrative software tools for intra-organizational customers.

CHALLENGES: "First-of-a-kind" Nuclear Construction Project in the US after a 30-year hiatus. "Ground-Zero" opportunity, with limited resources and high demands, requiring the development of new processes, and evolutionary / revolutionary thinking.

  • INITIATIVE / LEADERSHIP - As a nascent member of Site Quality Management, during the early phases of the construction project; served as the primary Quality Liaison between the Constructor and Client Owner, negotiating and coordinating the proper ownership and disposition of identified conditions, and nonconformances.

  • ANALYSIS / DEVELOPMENT - Established a Site Trending Program for Quality Program results from the "ground up." Analyzed available trend data, coordinated the placement of data collection instruments, and developed a Trend Evaluation Report template. Evolved trend identification methodologies from numerical analysis, to statistical control charts, enabling more effective identification of trends indicative of potentially Significant Conditions Adverse to Quality (SCAQ, the management established threshold.) Volunteered as primary Medical Caregiver for my Mother, after she received a devastating diagnosis of Stage 3, Pancreatic Cancer. Relocated to Jacksonville, Florida, to enable my Mother to receive life-saving surgical resection, radiation therapy, and chemotherapy, at the Mayo Clinic. Today, my Mother is a Survivor, a Victor, and an Inspiration.

Company Description: Company now Defunct. Based in Las Vegas, Nevada, BSC is a partnership between Bechtel National, Inc. (BNI) and Science Applications International Corporation (SAIC), formed for the purpose of executing a management & operations (M&O) contract for the Department of Energy (DOE), Office of Civilian Radioactive Waste Management (OCRWM).

Business Analyst in the Information Systems & Technology (IS&T) organization; Software Project Management; Internal / External Customer Liaison; Subject Matter Expertise (SME) in Records Management & Document Control; Causal Analysis; Self-Assessments; Business Process Analysis; Six Sigma (6σ) process improvement projects (PIPs); General administration of the PeopleSoft Human Capital Management environments; and Development of SQR reports.

CHALLENGES:  Maintain a positive attitude, a high-level of service, and outstanding quality despite an increasingly antagonistic political climate, dwindling annual budget appropriations, and a debilitating attrition rate which ultimately caused the loss of the contract.  Continue to satisfy increasing service demands, learn new skills, maintain professionalism, while fulfilling rigid contractual requirements.

  • PROJECT MANAGEMENT – Software Project Manager for several mission-critical, high-visibility enterprise applications, notably the Corrective Action Program (CAP) System, and the Controlled Document Information System (CDIS).  Ensured compliance to software management processes and procedures in a Level 2 Software Capability Maturity Model (CMM) compliant computing environment.  In contrast to previous Software Project Managers, supporting multiple enterprise applications enabled BSC to save $150K (1 FTE / Software Project Manager) in management costs.
  • TECHNICAL SOLUTIONS / CROSS-FUNCTIONAL COLLABORATION – Developed an overarching architecture for the management of Programmatic and Technical requirements within a formal Requirements Management System (i.e., IBM / TeleLogic DOORS ®) as a member of an interdisciplinary team.  The adoption of this new architecture enabled the retirement of two “home-grown” inadequate requirements management systems, saving $50K in maintenance costs; reduced software support costs by $125K (1 FTE / Intermediate Level Developer); improved compliance by 150%, and successful audit outcomes by 100%.
  • ADAPTABILITY / TENACITY - Successfully assumed the role of PeopleSoft Developer supporting the Human Resources PeopleSoft Human Capital Management System (HCM) with system administration tasks and SQR report development, while continuing to provide Developer support for Microsoft Access database applications used by the Finance organization.  Providing this level of outstanding Developer support enabled BSC to cancel a personnel requisition for an experienced software developer, resulting in a savings to the company of $125K (1 FTE / Intermediate Level Developer).
  • ANALYSIS / PROBLEM SOLVING – Certified as Bechtel Six Sigma Yellow Belt, and participated in numerous Six Sigma Black Belt Process Improvement Projects (PIPs), while actively pursuing Lean Six Sigma (6σ) Black Belt education.

CHALLENGES: Inherited significant enterprise-wide problems including delays caused by ineffective administrative procedures, undocumented “tribal knowledge,” and a lack of centralized processes. Identifying, analyzing, documenting, and resolving compliance issues with critical Business Systems processes including the records management process.

  • ANALYSIS / CROSS-FUNCTIONAL COLLABORATION – Developed IDEF0 activity-based models in an enterprise-wide Business Process Validation and Reengineering project (PVAR) as a member of an interdisciplinary team.  The completed PVAR models were used to streamline inadequate business processes; identify opportunities for improvement explored in Six Sigma Process Improvement Projects; ensure compliance to federal, state, local, and contractual requirements; and ultimately as turnover documentation for subsequent contractors.
  • ANALYSIS / PROBLEM SOLVING – Modeled the Records Management, Document Control, and Business Systems interfacing document management processes using the IDEF0 modeling methodology, in order to revise their associated programmatic procedures.  The IDEF0 models were instrumental in the subsequent development of a federally complaint Records Management Program mitigating a very significant litigation and records reconstitution risk. Without a fully compliant Records Management Program ALL records become discoverable, often resulting in $MM in punitive damages, and reconstitution costs.

Information Systems Liaison / Review Coordinator

Company Description: TRW Environmental Safety Systems, Inc., a wholly owned subsidiary of TRW, Inc., serves as a management and operating (M&O) contractor for the Department of Energy’s (DOE), Office of Civilian Radioactive Waste Management (OCRWM).

Temporary assignment via an external staffing contractor (i.e., Manpower); Business Analyst & Liaison with Chief Information Officer (CIO); Coordinated Public Release reviews for Patent, Policy, and Security Classification.

CHALLENGES: Inherited a steep backlog of public release reviews resulting from a deliberate management decision to “proceed at risk,” by de-prioritizing a known contractual requirement.  In addition, numerous document management software applications required significant modifications in order to satisfy new contractual & business requirements.

  • ANALYSIS / CROSS-FUNCTIONAL COLLABORATION – As a member of a “Tiger Team,” completed hundreds of public release reviews for the DOE Viability Assessment (VA) deliverable.  Completion of the federally required public release reviews resulted in the on-time delivery of the VA for U.S. Congressional approval, and more than $1M in award and incentive fees.
  • ANALYSIS – Analyzed the business and software requirements for the One-Point-of-Entry (OPE) system, as well as the other document management applications coupled to the OPE via interfacing procedures.  The OPE system resolved the previous inability to track the same controlled document in disparate software applications as it traversed through various document management processes by establishing, and enforcing a single common index.  Deployment of the OPE system centralized document management processes; increased procedural compliance; and cut rework by 95% resulting in $100K of 1st year savings
