About Ricardo Noguera

Ricardo Noguera is an award-winning business development executive and Southern California client services manager with AVENU in Westlake Village, California. Over the course of a career in municipal economic development and redevelopment spanning nearly three decades, he has initiated and led in the facilitation of development agreements and development of numerous projects throughout the San Francisco Bay Area, Los Angeles, the Central Valley, and South Florida with particular roles as department director and project manager. His professional experience includes the management and administration of multi-million dollar projects and the supervision and mentoring of a diversity of staff. 

Mr. Noguera holds a master’s degree in city and regional planning with an emphasis on land use and community economic development from the University of California, Berkeley, and a bachelor of arts in cultural geography from Hunter College in New York. In 2017, he was appointed by the National League of Cities as a technical advisor on equity and economic development. A few of his other professional honors include time as a Daniel Rose Fellow with the Urban Land Institute and a Certificate of Achievement in Facilitative Leadership from the City of Visalia.
