Cost Recovery Advisor at BP Angola Region (PSA Environment)

Client, a big Oil & Gas Company, sought our help to cover the Cost Recovery Risk Management and support on audit compliance activities.


Some Oil & Gas Countries sign contracts with Oil Companies (OCs) willing to risk its capital on behalf of the Local Government, in exchange for control over an oilfield, and access to a large share of the revenues from it. This type of contracts usually called PSAs (Production Sharing Agreements) or PSC (Production Sharing Contract).
If oil or gas is then discovered in economic quantities, the reward to the investor, i.e. OC, is the recovery of its costs of exploration and production, as well as the right to share in any further profits from the sale of the oil or gas. Each agreement are different, with different clauses and rules.
Angola is a PSA environment, and the value of the asset depends on recovery of costs through production. Failure to recovered cost will have a direct impact on the rate of return of OC investments.

Role Description:

- Reporting directly to BP Audit Manager, and in charge of 3 client resources, I was responsible to:
1. Centralize and process the direct costs + Cost Allocation Contract / Block (this information came from different systems (Maximo, SAP, etc));
2. Compile all sign contracts, Change Orders + Sonangol Approvals / Rejections / Pending approvals;
3. Compile and follow-up audit finding form previous years;
4. Preparation and support several audits from different entities (Ministry of Finance, Concessionaire, Partners, etc);
5. Reporting to be included on the Stakeholders/Shareholders meetings;
6. Internal reporting to support daily activities.

To achieve this, I worked closely with other BP areas such as PSCM, Sonangol Relationship Team, Budget Responsible Officers, and other Business areas.

The work performed was extremely important with a high added value, allowing BP Angola save hundreds of millions of dollars in tax implications.

PMO - CRM Implementation - PT Portugal Telecom

The Scope was an Implementation for a new CRM solution for Business Support (Oracle Siebel).

- Deliveries control and approvals management
- Project SharePoint Management

Document Management Platform Assessement & Implementation for LNG Client in Angola -  - AngolaLNG

April 2010 – June 2010

A big LNG (Liquefied Natural Gas) client in Angola, Africa, requested help to have one online platform to:

1º Store, share and manage a big volume of documents (>10000 documents);
2º Manage workflows, that should support the business decisions with stakeholders and other payers.

Role Description:

- Application Assessment based on client requirements;
- Design, build and configure the "document & workflow platform", using MS sharepoint;
- Elaborate the platform guidelines

Business & Technological Infrastructure Management Support for  Portuguese Oil & Gas Loyalty Program - GALP

January 2009 – March 2010

Portuguese Oil & Gas has a customer loyalty program that combines a card to accumulate points (for supplies or purchases made at gas stations) and rebut those points in Gifts and/or special discounts on a range of business partners.

For a year and three months, I was responsible for technology infrastructure management to support the loyalty program. Being my responsibility:

1. Ensure the smooth functioning of support applications for the loyalty program;
2. Identify and draw functional requirements/improvements and new features for the program;
3. Manage the relationship between the various program partners (Techical and Business Partners).

SAP MM Implementation - Training Materials Elaboration for LNG Client in Angola - AngolaLNG

Client is a big LNG (Liquefied Natural Gas) Client in Angola.

I was responsible for preparing training documentation for SAP MM module.

The documentation was split in three parts:
1. End-User manuals;
2. Administration / Customization Manuals;
3. Training exercises

Portuguese Oil & Gas Contact Center Process & Procedures Design - GALP

May 2008 – July 2008

Client, a big Oil & Gas company in Portugal, requested our help to lift and design all the Process and Procedures that support the Contact Center activities for all company business (Contact Center was a Outsourcing company).

My responsibility, as a Team Lead, was management client requests and expectations and also coordinate a the team of 4 analysts on all the meetings with key players, collecting and document all operational processes and procedures.

We used MS Visio to design all the process and procedures.

Strategic Plan for a ERP Implementation for Angolan & Portuguese Company (Beverage and Trading industries) - Regriango & Wayfield

December 2007 - April 2008

Client is the biggest Beverage producer in Angola, the group also own a big Trading Company (Lisbon based) that deal with Trading and Exportation to Angola.

My responsibility, as a senior consultant was:
- Working directly with the client on the information and requirements gathering and workshops;
- Elaborate all the documents and Project Deliveries

The project was split in 3 phases:

1º Phase - "AS IS" Analysis
a) Business processes characterization;
b) Systems and tools Identification, used on the functional areas;
c) Identification of all the interfaces between applications and/or systems, and there technical and functional dependencies;
d) Effectiveness Analysis on the existing application portfolio.

2º Phase - Gap Analysis
a) strengths and fragilities Identification (diagnostic) at process and systems level, evaluating in particular:
- Critical activities;
- Systems and communications reliability and availability;
- Processes automation and optimization;
- Access to the information;
- Data and functionalities reliability and robustness;
b) GAP Systematization at processes, systems and IT level;
c) Prioritizing initiatives at process and IT level;
d) Best practices identification for Consumer Goods and Retail sectors;
e) Workshop presentation with the diagnostic results.

3º Phase: Organization, Application Strategic and Technological definition:
a) Organization Model definition for IT Department (Structure, responsibilities and capabilities);
b) Application plan accomplishment, identifying the systems functionalities to support the processes model and the company business strategy;
c) Communication plan definition;
d) Workshop to present the Organization, Application Strategic and Technological definition component.
