Summary

With increasing amounts of data becoming available from ever-expanding sources, companies wishing to thrive in the digital marketplace must focus on effectively utilizing their data to maintain a competitive advantage. I am passionate regarding the use of data-driven decision-making to optimize a company’s decision-making process, resulting in an increased return on assets, return on equity, and market value. To accomplish these goals, I find underlying patterns in data by developing classification, prediction, optimization, and regression models, using machine learning, econometrics, and statistical analysis.

Given the rapid pace of technological change, innovation-based companies must investigate new and emerging technologies that have the potential to affect their competitiveness within the marketplace. Not only must they determine those technologies in which to invest, but also how to integrate them into their own and/or their customers’ existing infrastructure. To minimize financial and operational risk when dealing with the adaption of new technologies, I conduct intensive research with respect to the proposed technology and identify its potential added value and competitive advantages.

I am currently seeking an opportunity that utilizes my experience in computer and information technology research, quantitative/qualitative analysis, and systems/software engineering to accelerate organizational growth by facilitating data-driven innovation.

IT Researcher & Technical Writer

IT Consultant

I help organizations grow by writing technically compliant proposals with compelling narratives for federal government contracts. Every business has a story to tell. As an IT research scientist, volume lead, and technical writer, I support business development by writing storylines that effectively align corporate capabilities and solutions with business opportunities.

Wrote technical portion of the net assurance proposal section and its associated task order to support Science Applications International Corporation’s (SAIC) effort to win the Defense Information Systems Agency’s (DISA) $4.6 billion Global Information Grid Services Management Operations (GSM-O) contract. Processes to safeguard DISA’s digital infrastructure were developed using the DoD O-8530.1-M’s Computer Network Defense Services (CNDS) Evaluation Framework. These processes detailed those actions to be taken for preventing or mitigating computer network attacks that could cause disruption, denial of service, degradation, destruction, exploitation, or unauthorized access to its computer network.

Incorporated ITIL processes, industry best practices, and organizational capabilities/past performance into the development of win themes/strategies and storyboards to support Dell Services Federal Government’s proposal effort for the Navy’s $10 billion Next Generation Enterprise Network (NGEN) contract. Conducted research and interviewed subject matter experts to gather material supporting Dell’s capability to effectively manage service desk operations.

Developed technical material to support URS-Apptis’s effort to win the Pension Benefit Guaranty Corporation’s (PBGC) $140 million IT Infrastructure Operations Support Services (ITIOSS) contract. Interviewed subject matter experts to gather information supporting URS-Apptis’s capability to effectively manage end-user support services and service desk operations.

Served as Volume Lead for development of the management and staffing volumes to support Dell Services Federal Government's proposal effort for the Marine Corps Network and Infrastructure Services Site Sustainment contract. Conducted research and interviewed subject matter experts to gather material supporting Dell’s capability to effectively manage and supply staff augmentation.

Served as Volume Lead for a task order to support Dell Services Federal Government's proposal effort for the National Institutes of Health’s Cyber Technologies Staff Augmentation Program, a contract potentially worth $120 million. Conducted research to gather material supporting Dell’s capability to effectively manage and supply staff augmentation.

Developed past performance material to support the proposal effort by Energy Ventures, LLC to win the U.S. Army’s $7 billion Large Scale Renewable and Alternative Energy Power Production for Army Installations contract. Interviewed company representatives to gather information regarding their ability to develop, finance, design, build, operate, own, and maintain renewable energy plants.

Michael supported several proposal bids with me at Dell and one at Cognosante. He is the ultimate team player who steps up to the plate and gives his all each and every time. He has a keen intellect and eye for detail; his contributions are consistently of the highest caliber and quality. Michael is an excellent writer and has a tremendous command of grammar; these skills are rarely coupled with someone who possesses such a tremendous grasp and knowledge of technology as he does. When thrown into challenging circumstances, he can always be counted on to rise above the situation and be the source of insightful solutions. I enjoyed working with Michael; he has a fun sense of humor and is at all times considerate of others and polite. He willingly took on tasks that were outside his swim lanes to help others on the team and to ensure we met all deadlines. Without any reservation, I highly recommend his work and capabilities.

Tom Skrobacz

Michael took on the task of proposal development for the security (IA) elements of a major Government proposal for IT Services. Working with the subject matter experts he developed the storyboards and wrote the completed sections on at tight work schedule. Michael was thorough in developing a fully compliant response and was very well received by the client.

Eddie Becker

Michael is an excellent proposal writer who came into a very complex opportunity and took full ownership of his assignment. He is focused, producing high quality work on time, with attention to detail. Highly recommended and I would definitely engage Michael on future opportunities.
