The State Library of Pennsylvania is part of the Pennsylvania Department of Education (PDE) and has two Bureaus: Bureau of State Library and Bureau of Library Development. The Bureau's Division of Library Improvement coordinates a network of state-aided local, district, and statewide resource libraries. The Bureau supports continuing education for the broad library community; addresses the reading and literacy needs of children, young adults and their parents and coordinates special services to seniors as well as to visually and physically handicapped residents of the Commonwealth.

Responsibilities include:
● Supervising staff of 10 to include: staff job descriptions, hiring, orientation of new staff, performance evaluations, developing and implementing performance improvement plans as needed, disciplining, guidance and oversight of annual work plans and statewide projects.
● Ensuring the implementation of statewide programs and services.
● Implementing statewide strategic planning processes, implementation, and evaluation of programming and services.
● Working with senior management to create, implement and integrate state and federal budgets.
● Advising and informing Deputy Secretary of Education for Libraries on library needs and issues.
● Developing and managing Library Service and Technology Act (LSTA) funding of $5.4 million dollars, State Aid programs of $54 million, Keystone Grant program, and Bureau of Library Development budget. This requires working with senior staff to prioritize budget support for projects, monitoring the spending of funds, and ensuring that the funds are being spent according to appropriate state and federal requirements.
● Providing leadership in formulating and implementing State plans for the Library Services and Technology Act grant, in addition to managing all other grant funds.
● Interpreting and implementing the laws of Pennsylvania that relate to public libraries. Working with a team to revise and update Public Library Regulations as a result of changes to Public Library Code of 2012.
● Working with all library types and structures to build stronger library services for Pennsylvanians.
● Supervising the collection, analysis, and synthesis of data for utilization across agencies and for reporting purposes.
● Coordinating library leadership development and training initiatives through Statewide Leadership Meetings, ILEAD USA program, Pennsylvania Director's Institute and Trustee Institute.
● Providing support and guidance to library leaders regarding director/trustee conflicts, organizational.
development, important social and technology trends, and strategic planning issues.
● Representing the Deputy Secretary of Education for Libraries at statewide and national meetings.

The Oil City Library is a department of the City of Oil City and as such provide managerial and administrative services as a Department head. As Library Director, responsible for all aspects of library operations with a collection of 125,000 items and a population of approximately 14,038.

  •  Reporting to the Library Commission and preparing monthly meeting reports including statistics, policy initiatives, and other topics pertinent to the organization.
  • Control and oversight of $521,906.00 operational budget.  Including establishment, monitoring, and maximizing efforts within financial confines.
  • Creation, implementation and administration of strategic initiatives.
  • Lead a special strategic planning task force working with consultants to map the future of the organization.
  • Creation of library policy, and procedures.
  • Supervising and scheduling of ten employees and volunteers.
  • Staff development.
  • Creation and management of marketing programs including social media efforts.
  • Completion of Pennsylvania State Library Annual Report and Use of State Aid Request.
  • Serving as liaison and building relationships with local organizations, private industry, school districts, government offices and the community.
