Justice, Law and Order Sector Secretariat

The secretariat coordinates the implementation of the Justice Sector planning and implementation framework (SIP). Providing strategic thinking to the sector to the sector, technical guidance in policy, long range and medium term planning and is responsible for quality assurance.

As Technical Advisor I specifically: 

  • Provide programme management and technical advisory services to the criminal justice programmes,
  • Contribute to the development of sector programmes,
  • Liaise with partners in the development and implementation of Sector programmes, plans and budgets,
  • Nurture relationships in the areas of criminal  justice, and
  • provide support to sector management structures in the implementation of Sector Strategic Investment Plan (SIP) and general support to the other Sector programmes.

Focal Point and Member of the Technical Advisory Group for the International Classification of Crime for Statistical Purposes (ICCS).


As Focal Point of the United Nations Survey of Crime Trends and Operations of Criminal Justice Systems (UN-CTS) under the Office of the United Nations office on Drugs and Crime I contribute to provide advice and assist the UNPDC in the activities to implement the Roadmap to improve the quality and availability of crime statistics at the national and international level (E/CN.3/2013/11 and E/CN.3/2015/8)

As a member of the Technical Advisory Group, I provide guidance and substantive advice on the maintenance and implementation of the ICCS.The International Classification of Crime for Statistical Purposes (ICCS) is a classification structure of criminal offences. On the basis of internationally agreed concepts and principles, the ICCS consists of a framework to assign criminal offences to hierarchical categories that have a certain degree of similarity in relation to conceptual, analytical and policy areas. The purpose of the ICCS is to enhance consistency and international comparability of crime statistics and improve analytical capabilities at both the national and international levels.

  • My role as Chairperson was to ensure transparency in property issues and contribute to enhancing access to property rights.
  • Appointed under section 17 of the Local Government (Rating) Act, 2005 to head a three-member court to hear matters relating to ratings and valuation,
  • Summoning the Objector and Valuer and examining witnesses on oath
  • making alterations on draft valuation list as may be necessary to give effect to the Court’s findings,
  • Keeping a record of proceedings of the court and notifying the Local Government, Objector and Valuer of the findings of the Court, certifying and signing the draft Valuation list after completion of hearing and submission of the draft Valuation list to the Minister of Local Government for approval.

  • To give advice and guidance to the Criminal Investigation Department (CID) in particular and other government departments in general, on the conduct of criminal investigations,

I have worked in four regional stations in the East, Central and South-Western Uganda (Mbale, Masaka,Jinja, Mpigi and Mukono) as Resident State Attorney.

I am presently working as Technical Advisor, Criminal Justice at the Justice, Law and Order Sector Secretariat, the coordinating organ of 18 institutions of the justice sector which is a sector wide approach adopted by Government of Uganda bringing together 17 institutions with closely linked mandates of administering Justice and maintaining Law and Order as well as the promotion and protection of Human Rights. The Sector focuses on a holistic approach to improving access to and administration of justice through a sector wide approach to planning, budgeting, programme implementation, monitoring and evaluation. I have 8 years public prosecution  experience working for the Office of the Director of Public Prosecutions (DPP) in Uganda , mostly in the rural magisterial areas of Mbale, Masaka and Jinja, Mukono and Mpigi. I have handled hundreds of prosecutions at all court levels, while supervising and mentoring other prosecutors and support staff. Currently, I sit on various steering committee, Task Forces and Working Groups at national and non governmental level  actively participating shaping the landscape of criminal and gender justice interventions in Uganda. I am passionate about criminal justice, access to justice for the vulnerable and the protection and promotion of rights of all peoples. I am passionate about making a difference by achieving results in a timely and cost effective way.
