The Agency Technology and Information System Department leads the Oacis clinical information system replication project for the Montreal Area. The project implements a business/clinical transformation which relies on better quality and availability of the clinical data to increase efficiency in delivering healthcare services: the project replaces the paper based record with an electronic patient record. This large project involves 30 healthcare centers (estimated budget is around $130 M), change management, regional IT service operations, COTS integration, information security/privacy, interoperability and systems development.

  • Guided and tracked 5 healthcare centers as they were undertaking the installation and deployment which also included acting as an account manager regarding regionally operated IT services;
  • Led a team of clinical specialists and project managers from mental health institutions in producing a business impact analysis which obtained appraisal from the regional clinical committee.
  • Supervised and provided support to the prime contractor and healthcare centers project managers during the CIS implementation;
  • Delivered a strategy to approach the development of a primary care services support module.

CHI has ramped up over $300 M to support the implementation of the Dossier de santé du Québec (DSQ), a $565 M provincial initiative to deploy interoperable health records.

  • Acted as the main intermediate between the investor, Infoway, and the prime contractor, the Ministry of Health and Social Services to initiate and track investment projects
    • Investment request preparation for budget approval by the Board and legal contract preparation

In charge of a software development project recovery, he lead and managed the implementation of a proxy management tool for the legal service that allowed to plan, to track and to publish the organization’s actions regarding its role as a shareholder and voting on proposals.

EHR Detailled Architecture for Agence de santé et de services sociaux de l’Estrie [June 2005 - April 2006]

Leaded the delivery of the detailed architecture of the foreground project aiming to implement five services of an electronic health record (labs, imaging, service request, autonomy evaluation, vaccination) as part of the computerization of the local service networks of the Eastern Townships region.

Sharepoint Implementation for Caisse de dépôt et placement du Québec [January - June 2005]

Delivered the migration of the Lotus Notes intranet to a new Sharepoint platform as the Caisse’s enterprise portal. Planned, managed and controlled the execution of the project including the design, the construction, the acceptance and the migration in production of the enterprise portal. This high visibility project has been successfully delivered on time, on budget, with very positive feedback from the customer.

Regional IT Strategic Plan for Agence de santé et de services sociaux de l’Estrie [November 2004 - February 2005]

As part of the strategy team, he developed a master plan to leverage the main health center clinical information system as a regional asset and to deploy the technology in support to the other Eastern Townships health centers. His involvement included:

  • Outlining the reference architecture
  • Estimating the transition costs from the present to the target situations
  • Estimating the costs of adding services such as case management and clinical pathways
  • Estimating the costs of adding knowledge management systems and functions

  • Pouliot Mercure, as a systems architect, proposed a master plan for the evolution of office automation and other law related technologies in this lawyers firm.
  • Ministère des Communautés culturelles et de l’Immigration (MCCI), as the systems architect, analyzed the requirements, prepared the request for proposal and participated to the selection process (including a test bench) for the acquisition of hardware, software and network equipment for a 700 user and 18 location system deployment.
  • Volvox, worked on the definition and project planning of an R&D component related to mobile communications and multimedia.
  • Molson Breweries, as a systems architect, analysed the requirements and recommended the technological architecture of the Télévente system which is a centralized order management system.
  • Hydro-Quebec, as a system analyst and project manager, designed and implemented an inventory tracking system using bar code technology.
  • Volvox, as a system analyst and project manager, worked on preliminary planning of the R&D efforts related to telecommunications, presented a study on domains of interest and directed work on the difficulty of multiple database accesses.
  • Burroughs Wellcome, as a telecommunication specialist, performed a selection study and recommended an auto-attendant system coupled to a voice-mail system.
  • Télébec, produced the Dorval telecommunications section of the IT recovery plan.
  • Air Canada, as a project manager and telecommunication specialist, he designed and coordinated the implementation of a hand-held (Pen and Display) passenger check-in system for Montreal, Ottawa and Toronto RapidAir gates.
  • Téléglobe Canada, as an interim technology consultant in the Architecture and Technology group. Worked more specifically on a recommendation for the evolution of the executive information system.
  • Anna-Laberge Hospital, as a telecommunication specialist he performed a capacity planning study regarding the networking infrastructure of the hospital.

    • designed the architecture, developed and implemented a communication interface to access the Gemini reservation network from Air Canada’s LANs.
    • migration of specialized gateway for the implementation of an SNA backbone in the Gemini reservation network.
    • workstation standardization and selection exercise that lead to an RFP process and recommendation for the purchase of 800 desktop computers.
    • impact analysis on the introduction of Unix systems in the Air Canada systems architecture (part of an IT strategic planning exercise).

  • Kubernetic, as a systems specialist, analyzed and recommended solution for the implementation of a sorting system implemented as a monorail with an intelligent train pulling tilting tray wagons.
  • Hydro-Québec, as a telecommunications specialist and project manager, he produced LAN usage and management guides.
  • Téléfilm, recommended solutions for the improvement of the human resource databases.
  • Télébec, as a telecommunication specialist, designed, developed and implemented the PAF system used for appointment calendar management by Customer Services

Pitney Bowes, as a systems analyst, collaborated to software requirement specifications and software design for the NICE environment, an NFS like tool.

Air Canada, as a systems and telecommunications specialist, designed and developed a communications gateway, managed and implemented sub-projects involving the introduction of handheld computers in Air Canada Cargo premises and pick-up & delivery trucks, trained and supported telecommunication technicians in the implementation and operation of a shipment tracking system.
