The Agency Technology and Information System Department leads the Oacis clinical information system replication project for the Montreal Area. The project implements a business/clinical transformation which relies on better quality and availability of the clinical data to increase efficiency in delivering healthcare services: the project replaces the paper based record with an electronic patient record. This large project involves 30 healthcare centers (estimated budget is around $130 M), change management, regional IT service operations, COTS integration, information security/privacy, interoperability and systems development.
As an independent consultant, he teamed up with other organizations to deliver strategic plans and manage projects.
Regional business plan for the regional consolidation of IT facilities from 20 healthcare centres for Montérégie Health and Social Services Agency (Bell/Cosior) [December 2011 – December 2012]
Prepared scenarios and content discussion, moderated workshops about IT services strategy, governance, technological architecture, cost estimates and transition planning. Also acted as project manager reporting to the customer project office.
IT Strategy - Senior Management Interviews for Agence de la santé et des services sociaux de Montréal (Alita) [December 2012]
Conducted interviews of the senior management in preparation of a three-year plan
IT Strategic Plan for Centre Jeunesse de Montréal / Institut universitaire (Cosior) [May 2011 – March 2012]
Led, moderated and produced the five-year strategic plan update. The Center counts more than 3000 professionals delivering services across 45 sites and supported with an IT service team of 40 specialists.
Business development, market intelligence development, customer and industry relationships, sourcing/teaming/partnership agreements, professional services as executive consultant in healthcare IT.
Funded by the Canadian Government, Canada Health Infoway (CHI) collaborates with the ten provinces and three territories to implement confidential and secure interoperable clinical health record systems. It supports knowledge and best practice sharing as well as solution replication among the regions. CHI has ramped up over $300 M to support the implementation of the Dossier de santé du Québec (DSQ), a $565 M provincial initiative to deploy interoperable health records.
Proxy Management Software Development Project for Caisse de dépôt et placement du Québec [April 2006 - October 2006]
In charge of a software development project recovery, he lead and managed the implementation of a proxy management tool for the legal service that allowed to plan, to track and to publish the organization’s actions regarding its role as a shareholder and voting on proposals.
EHR Detailled Architecture for Agence de santé et de services sociaux de l’Estrie [June 2005 - April 2006]
Leaded the delivery of the detailed architecture of the foreground project aiming to implement five services of an electronic health record (labs, imaging, service request, autonomy evaluation, vaccination) as part of the computerization of the local service networks of the Eastern Townships region.
Sharepoint Implementation for Caisse de dépôt et placement du Québec [January - June 2005]
Delivered the migration of the Lotus Notes intranet to a new Sharepoint platform as the Caisse’s enterprise portal. Planned, managed and controlled the execution of the project including the design, the construction, the acceptance and the migration in production of the enterprise portal. This high visibility project has been successfully delivered on time, on budget, with very positive feedback from the customer.
Regional IT Strategic Plan for Agence de santé et de services sociaux de l’Estrie [November 2004 - February 2005]
As part of the strategy team, he developed a master plan to leverage the main health center clinical information system as a regional asset and to deploy the technology in support to the other Eastern Townships health centers. His involvement included:

Intellia has been the first company to set up business in Montreal’s Cité du Multimédia.
As a member of the executive committee, he managed a group of approximately 75 persons in the delivery of professional service mandates (projects, customer support and system hosting) while his core duty has been to insure sales would transform into profitable projects and move the company from red to black ink figures.
Following the Intellia-Socom merger, he implemented a new organizational structure to suit the needs of the growing company.

Pitney Bowes, as a systems analyst, collaborated to software requirement specifications and software design for the NICE environment, an NFS like tool.
Air Canada, as a systems and telecommunications specialist, designed and developed a communications gateway, managed and implemented sub-projects involving the introduction of handheld computers in Air Canada Cargo premises and pick-up & delivery trucks, trained and supported telecommunication technicians in the implementation and operation of a shipment tracking system.
Lallemand, analysed, designed and implemented a control program to control the yeast washing and separation process, as a software designer, developed and implemented a language interpreter for yeast production control programs.
CN Rail, designed, developed and implemented a remote switching control program for breakers powering an electric train.
