Support domestic business development and delivery for a leading business innovator in organizational transformation.  Provide client-focused consulting management services for major California public sector agencies (CA Department of Corrections & Rehabilitation CDCR, Caltrans, California Public Employees’ Retirement System CalPERS, CA Department of Motor Vehicles DMV); assess and implement quality-based (Bridges Transition Model) transition and change management process improvement in concert with existing methods and standards. Client Projects include: Organization Change Management (OCM) and Test Metrics Strategy for Quality Assurance Section CA DMV, Portfolio Operations Improvement Roadmap/Action Plan for PG&E, Executive Communication Management for CalPERS Information Technology Services Branch (ITSB).

I established this private practice as a career coach and consultant as a result of my own career transition from Corporate executive to small business owner.  Rinker and Associates focuses on the process of developing leadership to improve performance and results in support of strategic business objectives.  Today, Rinker and Associates serves in a collaborative manner to assist working individuals across all generations and organizations who are interested in getting ahead of today's chaos curve.

2009 - 2011

MAAP, Inc.

Brought in as an executive turnaround specialist to restore financial solvency to one of the largest, multi-ethnic, client-based non-profit organizations in Northern California. Successfully orchestrated an 18-month Chapter 11 process for the agency with closure of its bankruptcy case on June 29, 2011.  The result is a stable agency that is on course to greater fiscal health.  MAAP, Inc was founded in 1975 and continues to provide appropriate Substance Use Disorder treatment, prevention and intervention services to the ethnically diverse communities of Sacramento County and Central California.

The role of Board Chairman and President was an excellent opportunity for me to volunteer my time and leverage my leadership skills.  It was also a well-timed opportunity to implement a successful strategic organizational turn-around resulting in the positive commendation for achievement in performance improvement from the California Judiciary Council Auditing Committee in June 2008.

2000 - 2002

This was a great turn-around opportunity in a company poised to grow via mergers and acquisitions.  Repaired a strained relationship between the existing Information Technology department and its associated business organization.  Learned the importance of business culture and the role of history. 

Most proud of:

  • Improved IT credibility within first 100 days on the job.
  • Improved team morale and bench strength of application development teams ensuring smooth transition during company mergers and acquisitions.
  • Development of future leaders to serve as role models for collaboration across IT organization.

This is where I was encouraged to demonstrate mangerial courage and learned to practice the art of authentic leadership.  With the support of a stellar group of IT professionals, our organizaton implemented a repeatable system conversion process for this Fortune 100 healthcare systems company.  Great training ground in terms of developing leadership finesse, post merger and acquisition integration strategies, and organizational agility.

Most proud of:

  • Leadership of a team of innovative designers and developers to produce a "first of its kind" wireless arm unit and automated conveyance system used in warehouse operations for order processing and inventory control.
  • Warehouse system conversion of a $1B acquired company on time and on budget.  Implementation was used as a model for the "repeatable process" applied to 11 conversions over an 18-month period.
  • Key participation in the design and implementation of the consolidation of the Folsom IT re-organization into Corporate IT.
