Solid Waste Program Manager

St. Regis Mohawk Tribe

Manage and implement a comprehensive, integrated solid waste management program that promotes source reduction/reuse and recycling followed by disposal, and minimizes improper disposal methods.  Supervise staff.  Responsible for fund raising and grant writing; have raised 1.6 million dollars for program. Prepare annual plans and budgets and manage them.  Negotiate contracts and manage them to completion.  Serve as a volunteer on the Tribe's Emergency Response Team.  Executing the Tribe's telecommuting pilot project by working from an alternate work site location since August 2008.

Selected Contributions:

  • Developed and implemented a comprehensive program that is built upon 5 program components (solid waste regulations, 4 R's, solid waste community service agency, and sustainability).
  • Grew recycling program by adding the first waste lamp recycling program in Indian Country and Northern New York.
  • Designed a 10 ton per day transfer station and manage all operations of the facility.
  • Earned recognition in Indian Country and Environmental Protection Agency as one of the most advance solid waste programs in the country.
  • Researched and implemented new technologies that are either more cost effective or more environmentally friendly than current technologies being used.
  • Authored and published several articles, training manuals, and handbooks that are distributed throughout the country.
  • Sought after speaker for conferences and trainings.
  • Managed grants according to the Government Performance Results Act (GPRA).

Volunteer Committee Member

Served as a volunteer Tribal representative on the National Pollution Prevention & Toxics Advisory Committee (NPPTAC). NPPTAC was established in accordance to the Federal Advisory Committee Act (FACA) to advise & recommend on overall policy & operations of programs undertaken by Office of Pollution Prevention & Toxics (OPPT). Led a Tribal team in developing & presenting two Tribal recommendations to OPPT: (1) Increasing Green Building Adoption on Tribal Lands  ( 2) Focused OPPT-Tribal Conversations on Tribal Access to Utilization of Publicly Available Chemical Hazard & Exposure Data.  OPPT is now using these recommendations to develop programs and policies that benefit Tribal communities. Under my lead, the team developed the presentation: "Tribal Self-Determination & Governance", presented to NPPTAC & OPPT to educate non-Tribal people about Tribal sovereignty and Tribal Lifeways.

Tribal Association on Solid Waste & Emergency Response

Volunteered  to serve as the principal executive officer of TASWER (Tribal Association on Solid Waste & Emergency Response).  Supervised all the business and affairs of the corporation and preside at all board meetings.

Selected Contributions:

  • Successfully directed the organization out of a financial crisis where their non-profit funding was in jeopardy of being eliminated.
  • Planned and coordinated all quarterly board meetings.
  • Ensured that goals and objectives as set forth in the strategic plan were achieved in a timely manner.
  • Provided direct supervision to the Executive Director.

  • Executed waste audits, analyzed data, and made recommendations to clients for developing cost effective waste management programs that were more beneficial to the environment.
  • Developed Spill Prevention Control and Countermeasures (SPCC) plans for clients to ensure compliance with The Clean Water Act of 1997.
  • Wrote and published technical reports for clients.

American Indian Science & Engineering Society

Served as a board member for a national organization dedicated to promoting Native Americans in the Engineering and Science disciplines.

  • Assisted with the development of the agency's strategic plan.
  • Created an environmental statement for the organization to follow in their daily activities and developed policies and procedures for the proper use of AISES's environmental institute.
  • Assisted AISES in fund raising activities.

Different technologies for the management of solid wastes were researched in order to determine their feasibility of use.

  • Designed and tested a pilot scale fluidized bed municipal solid waste incinerator.
  • Examined the potential for heavy metal contamination of the environment associated with the use of either wastepaper or hay livestock bedding.
  • Successfully wrote and defended thesis.

  • Performed feasibility analysis for finding re-use options for used brick from furnaces.
  • Investigated and analyzed the feasibility of implementing various pollution prevention strategies.
  • Performed various duties during a 60-day strike so that the plant could remain open.
