Key Responsibilities of the position are:
· Monitor and oversee progress to maintain a complete overview of activities undertaken by PAF and its partners;
·Develop programme performance audit guide;
·Develop tools for monitoring and evaluation (M&E) suitable to the nature of responsibilities undertaken by POs and COs;
·Support partner organisations (POs) to strengthen their implementation, management and monitoring systems;
·Approve forms and formats developed by POs for M&E;
·Provide M&E guidelines to the POs and COs;
· Develop terms of reference (ToR) for contracting out M&E, performance audit and impact assessment and studies to SA;
·Review M&E reports submitted by the consultants;
· Document and disseminate information on M&E “best practices” amongst the POs and Cos;
·Organise training programmes, study tours and workshops for PO staff and COs;
·Provide technical support for the institutionalization of monitoring process at PO and CO levels;
·Share organizational learning of M&E with related stakeholders;
·Participate in Technical Appraisal Committee (TAC);
· Supervise the Portfolio Managers (PMs) closely in coordination with programme coordination and communication division chief; and
·Monitor the appropriateness of the indicators used and update the management information system (MIS) covering all field operation.
Within service tenure the incumbent have accomplished following tasks:
Prepared “Partner Organization Performance Evaluation Manual – 2010” and evaluation carried our for 225 Partner organizations.
Prepared “Community Organization Evaluation Manual – 2010”.
Revised results matrix of PAF.
Updated MIS system and initiated for web-based monitoring system.
Revised and updated reporting format.
