Established and continue to grow a comprehensive government affairs function for the company.Opened  government affairs offices in Washington, D.C. and Sacramento, CAto represent the company's interests on Capitol Hill and in state legislatures throughout the country.  Build and maintain strategic relationships with members of Congress and executive branch officials on a varierty of issues impacting the company and Pulte Mortgage including tax policy, immigration, mortgage issues, environmental issues, legal reform and health and safety issues.Successfully passed legislation in Congress and in several states to remove obstacles to growth and to stimulate the housing market.Manage contract lobbyists, serve in leadership roles at both national and state trade associations.  Serve as Chairman of the Government Affairs Committee of the of the High Production Builders Council, within the National Association of Homebuilders. Board member of the Real Estate Service Providers Organization. Established and built support for a successful Political Action Committee and worked to build internal support for the government affairs function within the company.  Manage all facets of PultePAC including fundraising, legal compliance, reporting, and contribution strategy.  Appointed to several internal committees including the Pulte Green Building Team and a crisis response team.

Re-established and implemented a state and local government affairs strategy for the automobile manufacturing industry in all 50 states and Puerto Rico.Recruited and managed a team of 5 in-house professionals to manage over 50 contract lobbyists.  Oversaw a diverse portfolio of issues ranging from environmental laws and regulations, safety mandates, commercial and consumer protection issues, financing and privacy matters.Developed an industry image enhancement strategy in target jurisdictions and supported legislative efforts with strategic and conspicuous grassroots campaigns.Led successful efforts to achieve positive outcomes on legislative priorities efforts in CA, TX, NY,FL, NJ, MA and other critical states for the industry in 2005.  This position required extensive presence in the Sacramento public policy arena.  Instituted a pro-active management process for contract lobbyists which clearly identified expectations and assigned incremental goals and accountabilities  Assumed a leadership role in association management and strategic planning.

Developed and implemented a comprehensive federal government affairs strategy for Sears, Roebuck and Co., Sears National Bank and Lands’ End including issues management, grassroots and political functions.Established a new Washington D.C. Government Affairs operation. Successfully developed and implemented an aggressive strategic plan to establish relationships with key elected officials and policy makers.Identified and cultivated relationships with targeted members to establish a “Sears Caucus” of go-to legislators. Lobbied members of Congress on both sides of the aisle as well as the executive branch.

Effectively leveraged scarce resources to manage a full agenda of legislative issues. Instituted a pro-active management process for contract lobbyists.  Proactively served in a leadership capacity on the Policy Council of the National Retail Federation and several state associations to refocus their efforts to issues of importance to Sears. Managed all facets of SearsPAC including fundraising, legal compliance, reporting, and contribution strategy. Successfully grew SearsPAC by 2000% in three years. Built valuable relationships with targeted organizations including the Congressional Black Caucus and the Congressional Hispanic Caucus. Developed an issue expertise in tax policy, consumer privacy, consumer credit, civil justice reform, and trade issues.

This position required an extensive amount of direct lobbying with legislators who were not generally inclined to support business objectives. This position required excellent written skills including position papers, legislation and amendments, legal memoranda, persuasive correspondence, testimony and media releases.Responsible for establishing, managing and motivating a statewide grassroots network. Developed expertise in a variety of legislative issues including consumer protection, advertising, credit, privacy, tax, employment law and general business regulations.  Held the position of Public Affairs Director during my first two years with the association before being promoted.
