Emergency Planner / Program Manager

Assigned primary responsibility for the development and coordination of all matters pertaining to contingency and operational plans for Public Health Emergency Management.Assigned as Homeland Security Coordinator and Emergency Preparedness Planner.Analyzes directives and guidance for emergency, operational, and mobilization planning.Assists in formulating, developing, coordinating, and publishing current and long range plans.Coordinates the operation of multiple planning cells.Provides information by suitable means and media including, but not limited to, briefings, presentations, formal, and informal reports. Responsible for developing, staffing, and implementing Public Health Emergency Preparedness for the total Army Medical Department and its interaction with other military services, federal, state, and local agencies, in a joint / combined forces environment.Supplies Medical Force Health Protection (CBRNE) subject matter expertise for the MEDCOM. Provides a CBRNE/WMD annex or input to all Medical Force Health Protection plans or documents. Conducts liaison with supporting Military Intelligence Groups, military, local, state and federal law enforcement agencies (to include four FBI regions) to facilitate the collection, analysis and further dissemination of terrorist related WMD/CBRNE intelligence. Establishes a working relationship with the local intelligence community to access information regarding possible terrorist or criminal threats. Collects, evaluates, analyzes, integrates, and interprets all available information that would be perceived as a possible WMD/CBRNE threat to DOD personnel and property to include monitoring criminal activity.

A military officer (US Army, Retired), cleric, and sanitarian-scientist; Keith Patrick Steinhurst (von und zu Westfallen)'s multi-disciplinary academic and professional preparation and experiences integrate many content areas and include, among other honors, the earned academic degrees of: Doctor of Medicine, Master of Education, and Bachelor of Science; diplomae from various Military Schools (US) and Government Agencies (US); as well as certificates from various Professional, Religious, and International Bodies (US, UK, Canada, and Vatican). 

Recognized for exceptional achievement and service, his personal military awards include: the Meritorious Service Medal (US); the Army Commendation Medal (US); the Medal for Civilian Achievement (US); and the US Army Chemical Corps Regiment's Honorable Order of the Dragon. His military service decorations include: the National Defense Service Medal (US, two awards); the Global War on Terrorism Service and Expeditionary Medals (US); the Reserve Forces Service Medal with "M" device for Mobilization (US); and the Army Service Ribbon (US).  Foreign insignia include the Chevalier's Cross (Class IV) of the Pontifical Equestrian Order of St. Sylvester, Pope and Martyr and the Collar of a Gentleman of His Holiness as a Noble and Patrician of Rome, granted in the Name of the Sovereign Pontiff, Benedict XVI, by the Vatican.

A Roman Catholic Cleric and Prelate of the Latin Rite for the Anglican-Use, in religious service he is styled "Reverend Monsignor" as a direct report to the Vatican Secretariat of State, holding the benefice of Chaplain in the rank of Honorary Protonotary Apostolic and Prefect for extraordinary Pontifical Honors and Appointments, to His Eminence +Angelo Cardinal Sodano, Secretary of State-emeritus, and Dean of the College of Cardinals.

His memberships include: Fellow of the American Academy of Urgent Care Medicine; the Alpha Tau Omega Fraternity; the Beta Beta Beta Society; the Solar System Ambassador Program for the NASA Jet Propulsion Laboratory; and the US Army Chemical Corps Regiment.

He is married to Her Excellency, Alicia Gabriela, Countess Tomasella, Dame of the Pontifical Equestrian Order of St. Sylvester, Pope and Martyr, Noble and Patrician of Rome; and has three daughters, the Lady's: Grace Diana (15), Clara Abigayle (13), and Giovanna Seraphine (12).
