As a member of the Planning and Control team, I am responsible for development and updating of all Project Schedules, for the main project “Rehabilitación del Sistema Eléctrico e Instrumentación de Refinería Esmeraldas” (Rehab. of E&I System of Esmeraldas Refinery), located in Esmeraldas, Ecuador. This project include several subprojects:
- SNI POWER SUPPLY.
- 69kV SWITCHYARD AND TRANSFORMERS.
- HV CABLE REPLACEMENT.
- GROUND GRID REPAIRS.
- LIGHTING SURVEY & RETROFIT.
- LIGHTNING (Protection) SURVEY & RETROFIT.

- LV INSTRUMENT CABLE REPLACEMENT.
- INSTRUMENT REPLACEMENT.
- ALARM SYSTEMS.
In a teamwork with system department, developed an application in Oracle DB in order to control all the man-hours invested in engineering phase.
Support in analysis of change orders and biddings from several subcontractors.
Development of physical and financial milestones.
Maintain interfaces between different stakeholders (PMC/Worley Parsons – Client/PetroEcuador – Contractor/MMR – MMR Subcontractors).

Project Control Manager
Providing effective Change Management and Engineering Control to Petrolera Sinovensa in the execution of a New Desalting and Dehydration Plant for Early Production of 40.000 BPD, being the EPC contractor HQCEC (Huanqiu Contracting and Engineering Corp.), all the claims presented by EPC contractor had been rejected, saving more than 10 MM USD until now.
- Supervision and quality control of planning, cost, quantities, estimating and progress measurement staff for overall completion of project objectives on a PMT basis.
- Managing Project Charter, Terms of Reference, Agreements, Scope of Work, Correspondence, Requirements and Project Management Plan, Cost Management, Change Orders, Reporting and Risk Management.
- Review and approval of WBS, Scope Baseline, Schedule Baseline, Procurements Documents, Quality Plan, Sub-contractors.
- Monitor EPC contractor’s schedule and progress with progress and milestone verification to support payment and monitor PMC cost and manpower
- Providing leadership in personnel selection, mentoring, training, performance evaluation and conflict resolution.

Managing the Planning and Control teams for Consortium CONFEED (JGC - Inelectra - Chiyoda). Supporting Early Works projects sponsored by PDVSA-Hyundai (Deep Conversion Project), including investment and maintenance projects for several PM. Generating high-level planning for all endeavors and cash flows for upper management to charter projects, as well as to monitor and control all suppliers and contractors from planning and budgeting perspective. Relevant Scope: 9 MM man-hours / US$ 3 billion / +60 projects.
Responsible for the standardization of the schedules presented by the Contractors, physical and financial milestones and the design of KPI´s for the appropriate follow up of the main activities in each project.
In a teamwork effort with Construction Managers, Contract Administrators and Planners, produced savings in the order of 1.5 MM USD in claims, changes of scope and quantity variations from all contracts.

Responsible for the creation, compilation, updating and maintenance of the Project Management plan to ensure consistency and optimization. Generation of WBS, Scope Statement and development of Project Schedules as well as estimation of workforce and resources requirement for hiring plan and cash flow development. Change management and scope control. Procurement planning and control for equipment and materials. Develop reports, indicators, forecast and recommendations for preventive/corrective actions using EVM as well as communicate expectations, assumptions, commitments and goals to project staff in order to better address issues/conflicts.
- EPCM contracts to increment the Dispatching Capacity of the JAA PDVSA Cryogenic Complex’s harbor, involving tanks interconnection TA1-T-01/02/05/06/09 and Surface Facilities.
Engineering of Production Facilities in Morichal for PDVSA – Petromonagas, detecting and generating 15 change orders, which raised the total amount of man-hours in almost 10%. All was approved and paid by the Client.
