Directly managed a $25 Million project portfolio for Federal and State legislated healthcare mandates. Portfolio consisted of 25 projects and responsibilities included leading and managing all aspects of project execution within the portfolio. This included recruiting and training project managers, developing and maintaining project and portfolio best practices, sizing, funding and tracking all financials, project risk monitoring, active participation in issue resolution and project and portfolio reporting.

As a Senior Project Manager, was responsible for delivering and leading multiple programs and projects with budgets ranging from $1-10 Million. Projects were complex cross functional projects related to business operations that involved IT. Responsibilities included, delivering project artifacts, planning, business requirements, technical requirements, design, development, testing and implementation.

Led team that developed Project Management Training for Project Owners, Drivers and Sponsors.

As the Senior Project Manager in Business Integration Services, led the effort to salvage two large health care technology projects valued collectively at over $20 million by bringing PMO standards to the projects. One of the projects was eventually put on hold based on my recommendations, saving the company significant dollars on a project that should never have been started. The applications required knowledge of membership, claims and benefits utilized by a Health Maintenance Organization.

  • Sought out as a troubleshooter to salvage a troubled project with a poor track history. The project was designed to meet Health Insurance Portability and Accountability Act (HIPAA) transaction and code sets requirements. Extensive knowledge of Electronic Data Interchange (EDI) for HIPAA transaction and codes sets was required.
  • Salvaged team and mended broken relationships with other departments. Implemented a major portion of the project and received accolades from the California Department of Mental Health for our efforts in implementing the HIPAA 278 transaction with them.
  • Retained as a HIPAA expert for a new health care management system for the Mental Health Division. Provided consultant services on business process and application design.

Independent Project Oversight Consultant (IPOC) for the State of California’s Childhood Lead Poisoning Prevention Branch. The $5 million project a new case management system to monitor and track lead levels in children. Oversight included assessing and tracking all aspects of the project to include, Planning, Scheduling, Risk Mitigation, Issue Tracking/Resolution, Change Management, Technical Assessment, and project control.

Broad scope of responsibilities that included defining the project management methodology for a large complex organization. Provided strategic consulting services (including risk and contract assessments, project planning, and cost/time management considerations) at the executive level to support CA State executives on HIPAA and policy formation governing OHC activities.

  • Established the framework for the Project Management Office (PMO) and developed the OHC HIPAA Project Plan. Specific activities include status reporting, issues tracking, risk assessment oversight, budget process oversight and control, work plan development oversight, and facilitation/leading of a large Project Management Workgroup.
  • Authored Finance Letter and Budget Change Proposal (BCP) and assisted with Local Assistance Support requests that were approved for a total of $78 million. Key contributor to Feasibility Study Request (FSR) written by Information Technology Services Division that totaled $18 million.
  • Managed team of 20+ members that performed business process assessments for all of DHS. Coordinated and consulted with key managers for all DHS programs on HIPAA compliance activities.
  • Assessed Medi-Cal HIPAA readiness and worked with Electronic Data Systems (EDS) management team and CA DHS management team to develop compliance strategies.
  • Participated in national HIPAA readiness groups that included representatives from early state implementers that included California, New York, Massachusetts and Texas.

Wrote and negotiated contracts for training with the California Dept of Social Services that totaled over $4 Million. Services

Selected as the IBM Project Liaison to County Workgroups. Travelled throughout the state of California to coordinate and communicate project activities and decisions to all 58 counties in California.
