Administers state and county general obligation bonds. Provides library’s annual report (including financials and statistics) to the NM State Library Library. Participates in capital layout procedures. Proposes capital projects as part of municipality’s Infrastructure Capital Improvement Planning. Creates library’s 5-year comprehensive plan. Submits monthly reports to municipal administration. Creates budgets, writes and administers grants. Expends funds within established procedures. Responds to advisement of the Library Board and participates in its meetings ex officio. Reviews, revises, and creates policy pertaining to all aspects of public library services, from circulation to collection development an programing. Evaluates current databases and software as well as digital databases and software to be purchased. Maintains digital Integrated Library System. Insures metadata in Public Access Catalog is updated and in compliance with recognized standards. Creates, develops, and maintains library website. Coordinates social media marketing. Performs some IT functions, maintains and manages public and staff computers. Oversees all Circulation, Technical Services, and Interlibrary Loan functions. Creates and markets programming for adults and children. Recruits, selects, hires, trains, supervises, evaluates and terminates library staff and/or volunteers. Creates works schedules and assigns routine duties. Performs employee evaluations. Plans and conducts regular staff meetings. Collaborates with Friends of Libraries and Literacy. Creates and markets ESL programs for the library working with volunteers and outside organizations. Develops and maintains a library materials collection: selecting, purchasing, cataloging and withdrawing. Develops a materials development plan. Represents the library locally and as a member of professional library organizations. Participates in library advocacy. Acts as spokesperson for the library in the community. Plans and implements outreach programs. Provides reader’s advisory, reference and other patron assistance services. Registers patrons, records data and issues patron cards. Catalogs and processes materials for circulation. Oversees repair and reconditioning of library materials. Weeds, shelves, and performs inventories. Maintains, updates and acquires appropriate technology and equipment. Implements safety procedures including New Mexico COVID-19 safety certification. Performs other duties as required.
