Fraud Investigator

County of Marin

Member of a team of three Special investigations Unit investigators. Our main focus is on Public Assistance Fraud, both internal and external. There is a strong emphasis on interveiw and interrogation techniques. Location of witnesses, suspects, bank accounts and other financial records is an integral part of the investigator's day to day duties. This is a fully sworn Peace Officer position. Our cases are invnstigated from the complaint stage and remain with the assigned investigator right up to and including the prosecution stage. We may also be called upon to provide security to the various other divisions in our department as we are the only sworn law enforcement personnel in the department. As County employees, we are also designated and trained as Emergency Services workers, providing security to shelters and County offices in the event of a natural disaster or other similar event.

Criminal Investigator

San Francisco District Attorney

Performed criminal investigations of all manner. Initially assigned to the newly formed Welfare Fraud Unit, I was later transfered to the General Investigations Unit where I was assigned to the misdemeanor and preliminary hearings courts coordinating witnesses and assisting the deputy DA's in the presentation of their cases. Next was my assignment to the Career Criminal Unit where I was tasked with tracking down major offenders and parole violators, locating reluctant witnesses and assuring their presence in court.

My final two assignments include  8 years as an integral member of  the Special Prosecutions Unit, a team of specialists in major fraud, insurance fraud, white collar crime, elder abuse, organized crime, official corruption and sensitive or politically charged investigations. I was also assigned to various Executive Protection details including the vists of former President Carter and then sitting President Clinton. I worked security for the Democratic National Convention in San Francisco as well as the visit of Pope John Paul II. Finally, I was assigned back to the Welfare Fraud Unit specifically to handle a very large and technical fraud allegation involving several City agencies and non-profits which were being accused of defrauding the City of welfare funds. Interview and intorrogation skills were a must in order to function successfully in each of these assignments.

Deputy Sheriff

Marin County Sheriff

General uniformed durties of a sworn Deputy Sheriff. Trained in Court Room and Building security, providing the first line of security for Judges and other court personnel.

POST Basic, Intermediate, Advanced-On-going

Commission on POST

Attended the Commission on peace Officer Standards and Training (POST) basic course for California Peace Officers from August, 1977 through November of 1977. Have been attending continuing education in the field of fraud invesatigations for the past 20+ years. I also regularly attend the POST mandated Officer Safety and update courses every 24 months at a minimum.


Security, Dignitary Protection
Trained by California State Police (presently CHP) and the United States Secret Service in the art of Dignitary and Executive protection. Trained in building and grounds security, perimeter surveillance and security, and the movement and control of crowds.
Background investigations
I have attended the POST course in the subject of Background Investigations and have received certification by POST as having completed the course.
