Joey practiced yoga for the past ten years as a personal hobby. In 2010, Joey completed the 200-hour Yoga Alliance Teacher Training at YogaCo, a new eco-friendly studio located in Santa Monica, CA. Joey teaches vinyasa flow – all levels classes to public and private clients. Ms. Soto currently teaches at YogaCo, volunteers at Crossroads High School, and teaches Private Classes throughout Los Angeles.

Program Manager/Environmental Consultant


·      Oversee implementation of the City of Los Angeles’ $500 million Proposition O Bond Program. Manage concept development and design for six environmental projects focusing on community parks and open space. Coordinate with project teams consisting of 30 people.

·Serve as client liaison and daily point of contact for 10 senior managers to generate weekly reports, organize weekly conference calls, and manage schedule and budgets.

·Supervise community outreach for project milestones, including development of large exhibit boards, newspaper advertisements, community flyers, public announcements, and translation services.

·Coordinate with the City of LA Public Affairs Office for community workshops, site tours, project briefings, groundbreaking ceremonies and community feedback solicitations.

·Manage team of 10 subconsultants consisting of public relations/outreach executives, designers, engineers, scientists, and public officials.

·Streamlined client billing process by introducing monthly reports to support project invoices, which resulted in reducing payment period from 90 days to 30 days.

·Reduced print spending by $5K by implementing double-sided printing, black and white copying, digital media in place of hard copies, and negotiating costs with reprographics company.

Grant Writer/Environmental Analyst
  •       Reviewed Sacramento County’s 44 projects needing funding and identified 67 grant sources and search engines. Prepared comprehensive report of research findings and recommendations for funding strategies.
  •       Coordinated with 26 municipalities, public officials, and community stakeholders to establish a stakeholder group and achieved a $25 million state grant for environmental projects throughout South Orange County.   
  •       Completed research, writing, and final Pre-Application grant submission for El Toro Water District’s (ETWD) Security Enhancement Project ($500).
  • Executed a Los Angeles County Department of Public Works 3-year contract ($300K) for grant assistance services including legislative tracking for potential future funding sources, extensive reporting, and hosted grant writing workshops for 200 staff members.
  • Prepared multiple Grant pre-applications for Elsinore Valley including: Security Enhancement Project ($579,910); Water Treatment Facility Project ($3.02 million); Contaminated Well Project ($525,000); UV Disinfection Project ($1.5 million).
  •       Prepared 3 California Department of Parks and Recreation Grants for the City of Bell for a new 4.4-acre multi-use sports complex ($10.7 million), a new 5-acre community library/performing arts facility ($28.6 million), and a new soccer field ($1.8 million).
  • Presented a 25 year environmental plan to state water officials and communicated environmental needs and benefits of the proposed projects.
  •       Worked closely with water supply planners and special districts to develop 30-year water supply management plans.
  •       Developed desalination policy and permitting spreadsheet for national conference.
  •       Analyzed state and local environmental policy for water quality implications related to urban and redevelopment projects, ranging from 4-600 acres in land size.
  •       Developed water quality reports to meet water quality regulations for private developers and public agencies.
  •       Participated in sustainable strategy and planning sessions for implementing water quality regulations.
  •       Facilitated project workshops for 30 stakeholders with powerpoint presentations and handouts.

I have served as an enthusiastic environmental consultant over the last seven years through work as an environmental planner, grant writer, and community philanthropist. I have conducted public relations/outreach presentations for community groups and served on panels related to sustainability, water issues and social change. I have previously served as Environmental Education Coordinator for the City of Santa Barbara and the California Coastal Act Enforcement Officer for the California Coastal Commission. In addition, I have secured over $25 million in competitive state grant funding and I currently manage the implementation of $500 million under the Proposition O water quality bond measure for the City of Los Angeles.  I am a published author and a Santa Barbara Bar Foundation award recipient for her research paper, "Hearst Case: A Dispute Turned Negotiation” (The Law & Society Review, University of California, Santa Barbara 2001-2002).
