As Program Manager for Verizon's Operational Support Services (OSS) group,  Mr. Latimer was responsible for global deployment of strategic infrastructure  and deployment of the management applications that support Verizon enterprise cloud managed hosting, collaboration, and security applications. He was also responsible for for cost, schedule and technical performance of the OSS systems.

Project/Program Manager


As PM for the HP Data Center Consolidation program, Mr. Latimer reported to the Division level Americas PMO. He was responsible for the day to day management of the program to move HP clients from a large Houston Data Center to a strategic Data Center location in Colorado. His responsibilities include creation of the move strategy by client (Swing, Shift and Lift, etc), Risk identification and mitigation, procurement of assets and resources, preparation of the receiving Data Center and execution of move plans.

  • Direction of multiple SMEs to plan and execute a large, complex Data Center migration
  • Movement of 40 Racks of equipment
  • Responsible and accountable for all plans and deliverables for the consolidation project in Houston, (Hardware Arch, Network PM and Arch, SAN Arch, Server Arch (Wintel and Unix), VMware Arch, Applications Arch, procurement, movers and offshore testing.

Oceansoft International


Vice President of Sales & Marketing for Oceansoft International, a large offshore IT service provider with revenues of $150M and delivery capability in China and India,  Responsibilities included creation and execution of the U.S. sales and marketing plan, sales forecasts, pipeline management, CRM and sales tool selection, management of pursuits, value review boards, lead generation, prospect qualification, gathering requirements, coordination and turnover with the delivery team and initial account relationship planning.

  • Directed all aspects of sales and marketing for the Americas Region (US, Canada,  Latin America).
  • Responsible for creating alliances with large service providers to create a global delivery network.
  • Lead the pursuit of a Relationship Master Agreement and a  12-month Task Order for a Fortune 50 High Tech Manufacturing company 
  • Executed an account relationship plan that expanded the relationship into additional departments of the client.

The culmination of my career with the company was as a senior leader reporting at the executive level of the 12,500 man Application Services - America's Region.

Directed the Strategic Business Development ("SBD") Organization which provided all sales support (processes, training and assignment of Solution and Technical Architects) for all pursuits with a contract value greater than $25M. Through the efforts of the "SBD" team, the division won multiple pursuits resulting in over $800M in new business. These wins were in the CI&R/E, Manufacturing, Healthcare, Transportation, Financial Services and Communications industries.

Client Delivery Executive


Consumer Industry & Retail Group

In this role Mr. Latimer was responsible and accountable for the sale, negotiation of the Master Service Agreement and Task Orders in addition to the delivery of contracted services for this $251M transaction. The client is the largest Wine and Spirits distributor in the U.S. The contract provided the client with configuration/functional, ABAP and BASIS support, Data Center Operations, Business Process consulting and hardware refresh. 

  • Successfully identified and executed the transition plan to move business critical IT functions from client responsibly to EDS responsibility for core IT functions.
  • Implemented and directed an effective three tier delivery organization which consisted of onshore and offshore resources located on the client site, South Africa and India.
  • The Voice of the Client survey scored sapphire (best rating) on the EDS service Excellence Dashboard.
  • Achieved high employee satisfaction scores.  Employee surveys consistently scored 3.8 -4.0 on a scale of 5 during his term as account manager.

eSolutions - Consulting Services, Southeast Region

Director for four states in the Southeast US; and managed 100+ consultants through 5 subordinate leaders. Managed up to 20 different projects that leveraged offshore resources to perform application portfolio assessments, new development, large enhancements, maintenance and business process consulting. Performed role of backup for Consulting Services Southeast region delivery leader.

  • Sold, negotiated and lead the delivery of consulting services engagements located in Georgia, Florida, Alabama and Tennessee.
  • Managed a P&L of over $32.9M in revenue per year, with double digit profits and he always hit his targets.
  • All projects delivered by his team consistently maintained a green rating on the EDS service Excellence Dashboard.
  • Identified as successor to Consulting Services Southeast Region Executive Vice President.

Supported daily operations, business development, workforce capacity management and problem escalation for a 1200 + person development team dispersed from Maryland to Florida. Consolidated the budgets and was responsible for reporting actual revenue and expenses for the region.

  • Lead all large applications sales pursuits within the region and had a win rate of well over 80%.
  • Escalation point under regional  leader for any delivery issues within the region. I was able to resolve 98% of all issues without requiring further escalation.
  • Successfully managed and completed all large-scale internal programs within region (CMMI, common tools deployment, enhancement of program management capability, metric & measurement, etc.) on time and within budget .
