Summary

 Served as Administrative Services Director for three (3) different Cities, Chief Business Official for one County Office of Education, Finance Officer, and Assistant Finance Director for two other Cities respectively.  Duties as Administrative Services Director included acting as Chief Financial Officer (CFO), Human Resources Officer (HRO), Risk Manager (RM), & Chief Information Officer (CIO)  for more than twenty years.  Recipient of State and National Awards from multiple Cities in multiple fiscal years.

Audit Management

  I prepared not only audit schedules, but also State & Federally required reports such the California Department of Education Report of Unaudited  Actuals, and the twice annual Interim Budget Reports.  Further, I also prepared Prepared the legally required State and Federal reports.  This included the State Controller's Report on Annual Financial Transactions; The State Controller's Report on Streets and Roads; the Annual Redevelopment Agency Report; the Comprehensive Annual Financial Report; I reviewed the Adopted Budget, Report of Unaudited  Actuals, and the twice annual Interim Budget Reports for the eight (8) other School Districts in the County.  As needed, I either prepared or reviewed the other Districts' Revenue Limits.  I also provided training to the Districts' Business Officers and Staff.    

Assessment District Management

As the CFO for multiple California Cities have had oversight management of Landscaping, Lighting, and Other Special Assessment Districts for more than fifteen (15) years.    

Budget Preparation & Management

As the CFO to multiple organizations I was responsible for the preparation of the organization-wide Budget -and depending on the unique requirements of the organization, preparing the budget by Fund, Department, Division, Function, Program, Project, and funding source. 

Chief Financial Officer/Fund Accounting Skills

Over the twenty-plus (20 +) year career in California public sector organizations, I acted as the CFO for more than seventeen (17)  years.  I was the Chief Accountant and reviewed the work of both  professional, technical, and  clerical  staff in the multiple Divisions.  This work included the preparation and review of AJEs; financial reports including Trial Balances, Balance Sheets, Income & Expenditure Reports of all types, closing entries, reversing entires, and etc. Redesigned annual budget to make it an effective budget tool for both Mayor and Council as well as City/Town management.  In multiple organizations, I developed financial  models that allowed for long-term multi year projections for a variety of revenues, and changing key assumptions on expenditures, and seeing the impact on the bottom line within minutes.
