Achievements

Evaluated Diagnosed/Analysed, then implemented an innovative off-shore, on shore hybrid model for the applications development component of the Government EMA. Re-structured the reporting and governance arrangements successfully to satisfaction of clients. Constructed the requirements capture approach through an on shore hybrid. Delivered results immediately. Selected, briefed and deployed a lead PM to India to control risk. Led and directed effort of a 100 strong team. Implemented turnaround of a 6 month failing programme, within 4 weeks, delivered on time, under budget by £600,000.

CommunicatedAddressed a 70 strong United States Government NSA/ NIC team on how to plan and approach business management, and Information systems implementation in third world and developing countries. This information delivered practical, pragmatic and first hand advice, enabled collaboration and shared experiences from the audience. Facilitated the development of a set of generic risks, enabled an open discussion of $500M cross sectoral spend, and promoted cross agency dialogue and cooperation.

DirectedLed, Controlled, Co-ordinated and developed activities of 80 consultants over 175 national and International engagements, across 3 continents and directed on the ground efforts which ensured management and technical engagements completed on time, to specification and effectively managed budget(s) that ranged from $1m to $240M.

Operated Implemented Business and Technical Leadership for EDL, a secure communications and networking organisation. Led and directed the marketing and brand development. Performed ongoing financial and strategic assessments. Developed a niche consultancy operation, which grew and produced £9M revenue over a 6 year period. Successfully delivered both management and innovative, sustainable technical and management solutions, under my direct control.

ActionedEvaluated, analysed, secured a framework opportunity for the Overseas Development Agency. Led the bid team, authored the tender, submitted and negotiated contractual terms and conditions, and went on to secure 95% or $16M of the value of the framework agreement over the next 6 years, controlled additional spend that ran into millions of dollars.

Programme Assurance and Performance Improvement Consultant, London Borough of Harrow

On behalf of the supplier Partnership Director - Reviewed and completed comprehensive audit of 11 major projects / transformational programmes on behalf of the incumbent ITS supplier across e-procurement, SAP finance and HR, e-portal development, channel migration and customer contact centre establishment. Implemented new process for baselining enterprise and facilitating more reliable and trusted metrics. Programme Transformation Consultant, South Northants District Council

Led £5M transformation programme. Audited / reviewed plans, procedures and approach. Project Director, Government of the Republic of Zambia

Led team selected to develop the baseline requirements for a USD19.5M Payroll Management and Establishment (SAP) control system for a 225k user population in Africa in the required timetable, to specification, and £1.5m (27%) under budget after leading a full time team over 4 years. Effectively managed political issues, recovered programme twice. Evaluated and procured a third party specialist SAP supplier, deployed and reinvigorated resources. Negotiated to secure common ground and a way ahead with two national governments, and multiple stakeholders including IMF, World Bank and third party suppliers. Delivered on time to full specification without invoking contingency.

Programmes and Portfolio Strategy Consultant, Government of the State of Orissa – As part of a £5m project - Devised a strategic infrastructure/investment roadmap for the State of Orissa. Supported initiatives to develop support for 7.5m people.
