As a procurement analyst in the Procurement Directorate, Policy Branch (PL21), my primary duties involve serving as a procurement technical subject matter expert representing the procurement directorate and providing guidance to the directorate on procurement policy. This includes maintaining currency on policy changes, providing timely notifications to the DISA contracting community regarding relevant policy and regulation changes, and providing accurate policy advice to contracting officers on potentially complex contracting situations. Further, my responsibilities include responding to time-sensitive procurement policy inquiries, drafting policy memorandums, conducting research on procurement policy topics, and maintaining the DISA Acquisition Regulation Supplement (DARS), DISA's agency supplement to the FAR. In addition, I have been tasked with providing training to members of the DISA contracting community including conducting quarterly Contracting Officer Representative/Task Monitor (COR/TM) training sessions and a quarterly policy brown bag forum. I have served as the alternate DISA CPARS past performance agency point of contact, am a member of an agency-level working group, and regularly respond to higher level inquires pertaining to procurement policy issues. I have participated in procurement management reviews, including a recent internal PMR of DISA's largest contracting activity, serving as a point of contact for a Director, Defense Procurement (DPAP) PMR of our local contracting office, and serving as a team member on a DPAP PMR team of another agency. I am familiar with FAR, DFARS, DARS, FMR, and other applicable acquisition regulations. I completed the competitive DISA Executive Leadership Development Program (ELDP).

As a contracting officer of the Defense Information Technology Contracting Organization National Capital Region (DITCO-NCR), I was responsible for planning, awarding, and administering contracts for goods and services to support DISA’s mission and the mission of other U.S. Government agencies in the National Capital Region. I served as the lead contract specialist administering a $175M IDIQ contract supporting a national security system and also supported other major program clients including the ACAT I DOD Teleport Program. I applied FAR, DFARS, DARS, FMR, and other applicable acquisition regulations and stayed informed on procurement policy changes in order to better perform my duties.

I was responsible for the award and administration of construction and facilities service/lease contracts aboard U.S. Naval Base, Guantanamo Bay, Cuba. I was the primary ACO for the high visibility Base Operating Support (BOS) contract which provided critical services across the base and the Job Order Construction (JOC) contract which was the vehicle of choice to contract for a high volume of construction projects to support both the Naval Station and Joint Task Force – Guantanamo (JTF-GTMO) missions.

I was responsible for the award and administration of construction and facilities support service contracts aboard Marine Corps Air Station Cherry Point. Familiar with FAR, DFARS, NFAS, and other applicable acquisition regulations. Familiar with Invitation for Bid (IFB) procedures, Best Value Source Selection Procedures, sole source procedures, and simplified acquisition procedures including blanket purchase agreements (BPAs). I was responsible for all pre-award and post-award contracting functions to include participating in pre-award acquisition planning, assisting clients in developing contract specifications, drafting contract documents including solicitations, amendments, modifications, task orders, and awards, conducting pre-proposal conferences and site visits, responding to bid inquiries, conducting public bid openings, analyzing bids, preparing responsibility determinations and award justifications, writing source selection plans, participating in source selection procedures, negotiating contract awards, negotiating and executing contractual changes, exercising options, documenting controversial actions, invoice processing and certification, DD 350 Reporting, data entry in procurement applications including eContracts and FIS, report generation, and file creation and maintenance. I coordinated DOD EMALL deployment for ROICC Cherry Point and served as a member of the NAVFAC e-FSC Working Group. I utilized DOD's Standard Procurement System (SPS), otherwise known as Procurement Desktop Defense or PD2. I coordinated ROICC Cherry Point's conversion to performance-based service contracts utilizing NAVFAC FSC/BOS Templates and worked with USMC clients to adapt the templates to meet Marine Corps requirements. I worked with NAVFAC HQ to coordinate a Wide-Area Workflow (WAWF) pilot deployment at MCAS Cherry Point to gather lessons and processes to be used in NAVFAC's upcoming corporate rollout of Wide-Area Workflow.
