TABMIS stands for Treasury and Budgeting Management Information System. The project is a component of the Public Financial Management Reform Project (PFMRP) of Vietnam Government and funded by the World Bank. TABMIS consists of budget allocation, execution, asset management, cash management, and fiscal reporting sub-systems, aims at reengineering budget allocation and execution processes.
TABMIS will be implemented using an integrated approach where the State Treasury and Spending Unit (SU) users can interact with the system from their respective office locations to support their day-to-day operational tasks, reporting, cash planning, and decision-making. TABMIS also will provide for analysis and reporting of aggregate expenditure and revenue information for national level and macroeconomic planning and monitoring. TABMIS, in its end state with its technical infrastructure, logistical requirements and integration services components, will be installed and set up in processing sites throughout Vietnam, specifically:
- All Treasury offices, at central, provincial and district levels
- Ministry of Finance offices
- Ministry of Planning and Investment offices
- Provincial and District Departments of Finance and Planning Offices
- Some Pilot Spending Units.
After the bidding process, IBM Singapore Pte. was approved as the prime contractor (with the amount of USD50M+) by Ministry of Finance. FPT is a subcontractor of IBM Singapore Pte.for providing implementation services (with the amount of USD10M+).
As Project Manager of FPT TABMIS Project, Ha leads a team of about 100 FPT’s consultants, developers and engineers. His duties are planning, resources allocation, project management and controlling, coordinating with IBM counterpart.
Ha is also responsible for FPT Business Process Workstream of the project. As the Workstream Manager, Ha leads a dedicated team of consultants responsible for designing the to-be processes and configuring the Oracle Apps to meet business requirements.
He is responsible for FPT Change Management Workstream project as well. As the Workstream Manager, Ha leads a dedicated team of consultants responsible for communications activities, organisational design and other change management activities.

Ha was a Senior Consultant working for FPT ERP Services. He had been dedicated to the designs and implementations of ERP solutions and was responsible for business consulting services. He was trained on Oracle E-Business Suite (and certified with OTC, OSC, OICs certifications), Accounting (and certified with a Chief Accountant Certificate), Management Information Systems for enterprises as well as public sector organisations.
He played key roles as Functional Team Lead in the FPT internal project for the bid of the Treasury and Budget Management Information System (TABMIS) project funded by the World Bank. He significantly contributed to FPT’s success on the TABMIS Proposal Submission (Stage 1) and the Live Test Demonstration (LTD), including efforts in preparing the bidding proposal, involving development of demonstration scripts and configuration of the Oracle Applications to meet the LTD scenario requirements, and taking part in presentation of the LTD for the TABMIS PMU’s members, MOF’s and State Treasury’s officers.

Position: Implementation Team Lead for Tuyen Quang province
The project was for upgrading the State Treasury’s Accounting System (KTKB) for all State Treasury offices at provincial and district levels. FPT was the hardware and implementation service provider for the project.
As Implementation Team Lead for Tuyen Quang province, a northern mountainous province with five districts, Ha successfully led his team to upgrade hardware, database, and application software for Tuyen Quang State Treasury and its districts’ agencies. As a result, all upgraded systems of Tuyen Quang State Treasury went live in time.

Project: Standardised XML database for managing expertise information
The project was a research project focusing on development of a standardised XML database for managing expertise information. Its outputs were a report and an application software to prove Ha’s approach. All his efforts were appreciate.
Client: INTIMEX Import Export Corporation, Vietnam
Project: Development of the INTIMEX’s Information System
Position: Application Consultant
The INTIMEX Import Export Corporation is one of the largest import/export companies in Vietnam, with over 800 employees.The project was to develop an Enterprise Information System to be deployed to more than 400 users.
As Application Consultant, Ha was responsible for multiple tasks.He was involved in developing the solution proposal for application and building the WAN and infrastructure. Based on the approved proposal, Ha was involved in building the WAN using the backbone from Hanoi to Ho Chi Minh City.This infrastructure was built to support applications such as Accounting Information, Official Document Management, Human Resource Management Systems that the proposal had planned for. Amongst them, Ha designed, developed and deployed the Human Resource Management System (HRMS) application.

Project: PC1/ADB Project
Position: Software Team Lead (concurrently)
The Power Company No.1’s PC1/ADB Project was funded by ADB.It was focused on re-engineering the billing and customers management processes to be more effective and efficient. The approved solution was the HTE’s Customer Information System based on AS/400 systems (HTE is a US’s company). Three AS/400 systems were setup at offices in Hanoi, Hai Phong city, and Nam Dinh province.
As Software Team Lead, Ha led a team to design, build, test and deploy the infrastructure and application to Ha Noi, Hai Phong city, and Nam Dinh province.
Position: Integration Team Lead
As Integration Team Lead, Ha led a team to design and develop solutions for computerising enterprises as well as public organisations.
A significant project at that time was the bidding tender and implementation services of PV/PILOT 99. Ha took part in developing the solution for the bidding tender Solution on Design and Development of Enterprise Management Information System for Production Management and Operation of Petrol Vietnam Corporation – PV/PILOT 99 (won by Genpacific-Vit Infortech-Batin Alliance).
Then he supervised Vit Infortech in developing the Business Management System application and Batin in developing the Operations Management System application as parts of the PV/PILOT 99 Project’s implementation.

Ha was involved in the design, development, implementation, and maintenance of many database management applications relating to accounting, debt, inventory, and sales management for companies and organisations, such as Tocontap Saigon, X28, GenPacific, Orion-Hanel, etc.

Project: Dutiable Prices
Position: Associate Software Engineer
Ha participated in implementing the Dutiable Prices application for the General Department of Customs. He was involved in deploying the application at the Headquarters and Customs Department in Ha Noi, Hai Phong city, and Quang Ninh province. He was also responsible for maintenance support of the application.
