Program Manager

Verizon Connect

Gavin is currently Program Manager, in the Christchurch based R&D centre for Verizon Connect, managing the interface between the NZ R&D team and the US based Project Managers, as well as managing internal projects, and responsible for ISO and other process areas.

Gavin manages the Callaghan Innovation growth grant for Verizon Connect, and is extensively involved in the integration of legacy telematics companies into Verizon.


Project Manager


Gavin undertook a 3 month contract to produce a resourcing strategy and implement new resource management tools, whilst also assisting with the setup of a new application outsourcing deal for HP Christchurch.  During this time he worked on a multi-sourcing approach, sourcing skills from overseas third parties and others, whilst also assisting with aspects of setting up the new outsourcing deal.


Project Manager

AMI Insurance

Gavin was project manager for the redevelopment of AMI’s core insurance applications.  Gavin managed the development of the customer information module, written in EAE on a Unisys platform.  During the project the development phase transitioned from a waterfall to an agile/scrum methodology which successfully improved overall velocity and application quality.  The project implemented significant new functionality as well as major improvements in areas like search functionality, all based on a temporal database concept giving time based customer information.


Service Delivery Manager


Client Assignments:

Ministry of Social Development

Gavin managed the support and maintenance of the Unified Customer View (UCV) application for the Ministry.  This contract ran over 6 years, involving a team of over 45 developers and testers in a 3-tier Java/BEA/Oracle environment.  Individual projects of over $1m cost as well as extensive ongoing maintenance were part of the program, totalling over $15m of work over the 6 years.  Significant projects involving infrastructure upgrades were undertaken, as well as application functionality, with many fixed deadline ministerial directives being implemented to a very high quality as measure by stringent monthly KSI’s.

Department of Justice

Gavin managed a support team providing BEA support primarily to the Dept of Justice but also to allied departments including the Courts and Police.

Client Assignments:

Standard Chartered Bank

Gavin negotiated the transitional services agreement for Standard Chartered with Chase Manhattan Bank, when Standard Chartered bought out Chase retail outlets in Hong Kong.  This was managed to a very tight deadline.  Gavin also assisted in the novation of over 1500 Chase contracts to Standard Chartered needed for the running of the new branch network.  This was a multi-billion dollar purchase by Standard Chartered and subject to considerable governmental review.

Environment Canterbury

Gavin ran a system selection process for ECan, from defining a short list of vendors, issuing an RFP, evaluating proposals, conducting demonstrations and selecting a preferred vendor.

Meridian Energy

Gavin conducted a three month evaluation of one of Meridian’s outsourcing providers, acting as Meridian’s outsourcing manager / liaison point and eventually assisting with developing an alternative solution for Meridian.

Oxford Clinic

Gavin conducted a review of the Oxford Clinic’s IT needs and IT vendors, analysing a number of the vendors in depth and providing recommendations and improvement actions.

Skellerup Industries Ltd

Gavin performed a study on the benefits of centralised versus decentralised systems and IT Support in a manufacturing, sales and distribution environment.

Health Funding Authority

Gavin worked as part of a team converting four regional payment systems into a single central system over a short time frame.  Gavin provided the systems specialist knowledge as well as managing the forms design, business specification and software testing areas.  The project was completed on time in a 9 month period.

Housing New Zealand

Gavin worked with HNZ to set up service level agreements for housing maintenance divisions within HNZ in preparation for making the service fully contestable.

Digital Equipment - Australia

Courtauld Coatings  (now Akzo Nobel)

Gavin has implemented and run a number of outsourcing operations in the manufacturing area.  He implemented an Australasian wide operation for an international chemical company over a 9 month timeframe, then ran the operation for a year.  Gavin managed the transition from in-house operation to outsourced operation, as well as implementing a new network and new software package at the same time.


Gavin ran an extensive outsourced web server hosting operation for a large Telecommunications company, looking after directory servers, advertising servers, map servers and search engines.  He implemented a number of projects over the life of the operation including adding new services and restructuring the network.

Andersen Consulting / Victorian Government

Gavin ran the outsourcing operation for a number of Victorian state government departments which included dozens of servers and thousands of desktops over a wide geographical area.  A considerable amount of project work was also carried out, with a team of over 40 staff deployed to the operation.

Mayne Logistics

Gavin implemented and ran an Australia wide SAP logistics system for a large corporate client.

Meadow Fresh Foods

Gavin managed the transition from in-house operation to outsourced operation for a process manufacturer in the dairy industry, then ran the operation for 3 years.  A number of additional services were added during the operational phase included a fully leased desktop, mail and web services, and upgraded network services.  An “ITIL-like” process environment was established which ensured consistent service delivery.

Trans Power 

Gavin managed the outsourcing operations for the Trans Power operations group, which ran the national grid.  The national control centres were supported on a 24 x 7 basis.
