Determined to achieve this goal, Gary Dean Zomalt, Ed.D, LCSW, LVN of Walnut Creek, CA has been involved in clinical practice, administration, and program development and implementation related to behavioral health consultation and psychotherapy.  He has successfully set up 3R Counseling & Consulting, a firm dedicated to providing psychotherapy and addiction services, training, program development, and quality management. 

In addition to his responsibility as a company owner, Dr. Zomalt has also created and managed major service programs to improve community health and well-being.  He has contributed to the reversal of underperforming health and service organizations in Los Angeles, San Diego, San Francisco, and Fresno, among others.  Dr. Zomalt has maximized formerly unused resources to increase annual revenue production.  Moreover, with his skills in being a strong group communicator and capability in winning cooperation at all levels, he has organized professional and volunteer teams for improved service without sacrificing budget and regulatory requirements. 

During his tenure as the director of Children and Family Services of Fresno County from 2001 to 2006, Dr. Zomalt was able to help rebuild the organization and maximize its revenue production, and make structural repairs around its poor service performance so that around 900 children avoided foster care.  From 1997 to 2001, Dr. Zomalt was also the assistant director at the Children’s Mental Health department of the City and County of San Francisco’s Mental Health institution.  He aided in resolving staffing problems, allowing a 48% reduction in the city’s psychiatric hospitalization costs.
