Gary Skoien served as Chairman of the Board, President, and CEO of Horizon Group Properties, Inc., for nearly 15 years. Located in Chicago, Horizon Group Properties owns and develops factory outlet shopping centers featuring leading brands such as Polo Ralph Lauren, Gap, Nike, and Coach. As CEO, Gary Skoien maintained responsibility for the overall management of the firm. He began working with the firm when it was losing money and turned it into a profitable operation. Today, Horizon Group owns outlet centers in nine cities. During the same time, Gary Skoien functioned as the Executive Vice President and Chief Operating Officer of The Prime Group Inc., another real estate developer in Chicago. Skoien provided oversight for corporate management, retail and land development, and industrial properties. His work led to significant profits for The Prime Group. Previously, Gary Skoien spent more than a decade as the Executive Director of the Illinois Capital Development Board, the agency responsible for non-highway construction such as office buildings, prisons, mental health facilities, and universities. He also acted as Assistant to the Governor for Human Services with the Illinois Office of the Governor for three years. Prior to launching his career in development, Gary Skoien attended Colgate University and received a degree in political science, graduating cum laude. He also received a Master of Public Policy in Economics from the University of Michigan, graduating with honors. To supplement his career, Gary Skoien has served as the Chairman of the Board of Trustees of Northern Illinois University, a member of the Illinois Capital Development Board, Vice Chairman of the Civic Federation, and a member of the Board of Directors of the Chicagoland Chamber of Commerce.
