Details:  Provide country/project management for site and area security for over 1,000 US and Afghan security forces covering SOCOM/CJSOTF Forward Operating Bases in Afghanistan. Transportation and Supply Chain Logistic.

Responsibilities:  Multi Country Security Solutions Group (MCSSG) provides Afghan Security Guards in support of a security contract for the U.S.Department of Defense Special Operations Command in Afghanistan Serving as the Program Manager for a multimillion dollar contract for the U.S. Department of Defense Special Operations Command in Afghanistan I successfully managed all operational aspects of the contract.

Key Achievements: • Successfully deployed all US Site Managers as well as their Afghan Security Guards Successfully managed all operations of ASG/Special Forces Fire Bases throughout Afghanistan.

Liaison Officer/Contract Operations and Management

Supreme Fuels FZE Afghanistan

Details:  Liaison Officer and Contract Operations/Management for Fuels Contracts at Bagram Air Base, Afghanistan and Dubai, UAE.

Responsibilities:  Serving as a Fuels Liaison Officer and Business Development Officer for millions of dollars worth of NATO/DoD/DLA fuel contracts in Afghanistan as well as securing new UN fuel contracts.

Key Achievements: • Successfully managed all customer relationships and fuel contracts in Afghanistan • Secured and Managed new fuel contracts in support of NATO forces in Northern Afghanistan • Wrote successful Bid Proposal Solicitations for both UN Mission and commercial ventures in, Somalia and Chad.

Lieutenant Colonel Fred Raymond Sampson has distinguished himself in both military and civilian roles. In a 22-year career in the United States Army, Fred Ray Sampson led combat operations beginning in the 1980s along the East-West German border and ending in the 2000s in the wars in Iraq and Afghanistan. As a civilian, he put his military background to use for companies providing support services to the Department of Defense and also held managerial roles at a Fortune 1000 financial company. In civilian life, Sampson earned general commendations on his performance. In the military he earned a Purple Heart, a Bronze Star with Valor, Combat and Expert Infantry Badges, a Meritorious Service Medal, an Army Commendation Medal, and an Army Achievement Medal.Fred Ray Sampson’s educational career progressed in both civilian and military environments. After earning a Bachelor of Fine Arts at Henderson State University in 1983, he subsequently enlisted in the United States Army and was educated at the US Army Logistics Officer School and the Contracting and Procurement School, both in Fort Lee, Virginia. Lt. Col. Fred R. Sampson attended the Command and General Staff College, and the U.S. Army War College at Carlisle Barracks, Pennsylvania and Fort Leavenworth, Kansas, eventually receiving a Master’s degree in the Strategic Studies Program.Sampson currently lives in Little Rock, Arkansas, and is employed by the Multi-Country Security Group based in Kabul, Afghanistan. In this role, he is technically a civilian, but provides services to both Afghan and American security forces.
