Manages all facets of project management efforts of IT team members in the implementation, architecture, development, deployment and migration of variety of automation projects at New Kabul Compound (NKC) in Kabul, Afghanistan in an area designated by the US Government as a “harsh environment”: an imminent danger zone or hostile fire zone.  Backfills as Program Manager as required:

  • Designs, brands, and manages several hundred inter/intranet SharePoint sites for General Petraeus,  Commanding General, US Forces – Afghanistan, in a challenging and hostile work environment.
  • Performs migration of Combined Forces Special Operations Component Command – Afghanistan (CFSOCC-A) from Camp Eggers’ hosted server to USFOR-A New Kabul Compound, resolving issues arising from site customizations and 3rd party web parts.
  • Performs migration of live content for USFOR-A classified and unclassified portals from Camp Eggers to NKC’s production servers, retaining document version history, security settings, and permissions.
  • Restructures migrated content hierarchy and global navigation to conform to portal governance policy.
  • Analyzes SharePoint 2007 training requirements and develops training plans defining training areas and content for end-users, content managers, and designers.
  • Co-authored portal governance requirements to determine site hierarchy and structural design, naming and labeling conventions, global navigation, search, site definitions, security, and customization requirements.
  • Presents business requirement needs to key business stakeholders for such projects as the NKC SharePoint Team Project Tracker; coordinating requirements gathering, collaborating to obtain step-by-step buy-in; designs, develops, and moves to production for day-to-day operations for end-user project requests, metrics reporting, and overall project tracking of SharePoint projects.

Senior Systems Engineer

General Dynamics IT Solutions Division

Directs and manages complex and sophisticated Information Technology (IT) programs and projects in support of Coalition Forces for the Multi-National Security Transition Command-Iraq (MNSTC-I), reporting directly to a three-star commanding general (CG) within MNSTC-I/NATO. Directs, supervises, and evaluates activities of a six-member technical team assigned to the division. Serves as a technical leader and resident expert for 2,200 members of 18 divisions and 23 Knowledge Management Offices. Managed technical resources valued at $4 million.

Project Management/Human Resources: Oversees all facets of IT projects, including activities and performance of IT team members engaged in design, development, test analysis, debugging, deployment, and migration of various automation systems. Directs IT team's project tasks according to established goals, objectives, timelines, and budgets, creating strategic plans for developing systems, software training, operating system software support, verification testing, systems administration tools, and maintenance. Coordinates budgets, production timetable, status reporting, and the team's movement throughout each project.Technology Management: Orchestrates development of the new J-1 Personnel System, which replaces an obsolete database with a record of crashes and poor availability. Developed and integrated an innovative electronic Joint Manpower and Personnel System (eJMAPS) interface that allows staff members to update both source information and external data via data transfer. Result: A robust architecture that streamlines client access to information while enhancing security, improving transparency, and allowing one-stop shopping for directorates that previously employed multiple systems and products to track training.Technical Solutions: Validates testing for hardware, software, and communication lines to ensure IT infrastructure is consistent, dependable, and supports organizational objectives. Researches commercial off-the-shelf systems and issued timely recommendations for purchase/no purchase to ensure effective integration into existing operating systems.Quality Processes: Implements comprehensive quality assurance projects, including in-process reviews to ensure equipment, systems, and software can be configured and operated following deployment. Performs continual quality assessments to ensure customer requirements are met on time and within budget.Significant Achievements:

  • Manages comprehensive design, development, and deployment of the MNSTC-I public "dot mil" website, which continues to provide current public affairs press releases, interactive photo gallery, media feeds, and audio casts from the Commanding General/MNSTC-I, in support of the organization's multi-channel communication strategy.
  • Manages and directs the organization's IT training program that includes training sessions in Microsoft (MS) SharePoint (basic/advanced) for more than 2,000 personnel. Develops and deploys executive software with the command organization to address antiquated or non-existent software to support critical tactical and strategic needs for mission accomplishment.
  • Approached by Iraqi Training and Advisory Mission (ITAM-Army) directorate to envision and produce Iraq’s first-ever Iraqi International Academy (IIA) public website. Coordinates with a senior British government executive, the 30-member MNSTC-I Team within ITAM-Army, and the U.S. Corps of Engineers (as architects) to complete Academy design and development and produce the first IIA website, which will serve as the media vehicle for the Iraqi government in building more collaborative working relationships with other nations via English instruction, ministerial training, and strategic studies. Results: IIA is currently on schedule to complete construction of the Institute's campus and facilities and will have a public website to serve as a global media vehicle to promote and market its mission and services.
  • Established agreement with Hewlett-Packard for expedited parts and service for the MNSTC-I website, ensuring rapid response and availability for replacement parts requests at overseas locations.
  • Creates a culture of trust and mentoring to address plummeting technical team morale due to high-threat conditions, including daily attacks by Iraqi insurgents. Conducts group/one-on-one counseling sessions to address anxieties and gives motivational presentations to improve team resolve to reach organizational goals.
  • Procured an armored vehicle to safely transport the team across the International Zone. Negotiated with the vendor to reduce monthly costs from $14K to only $9K. 
  • Orchestrated the safe return to the U.S. of team member experiencing life-threatening medical emergency. Coordinated travel arrangements, costs, itinerary, and acquisition of temporary staff resources to backfill the member's critical position during her absence. 
  • Related Projects: Leads and supervises the IT team in completing a series of subordinate projects from inception to deployment, including systems that track the following essential resources: up to $6B in foreign military sales; Iraq Security Forces Funds exceeding $4B throughout the approval process; all Iraqi out-of-country training courses (both scheduling and tracking); all MNSTC-I vehicles for overall inventory tracking, including required maintenance; and Purchase Request and Commitment documents.

Senior User Experience Consultant


• Provided leadership role in support of the Integrated Clinical Database (ICDB) Program Assessment project that comprises a team of multi-functional professionals charged with assessing and recommending areas of improvement for this multi-million dollar project.

• As the Senior User Experience (UX) Architect, utilized knowledge of principles of user-centered design in assessing the ICDB user interface and generates report of findings with recommendations to improve the overall UX experience for this product.

• Developed assessment tools to evaluate the overall UX experience to include incorporating standards in accordance with ISO 9241-12 and best industry practices.

• Performed project manager duties by determining resources required, identifying tasks, milestones and deliveries in support of the ICDB Assessment project; wrote and initiated project plans and prepared status reports for presentation to upper management.

• Lead person in receiving new staff members to the project and orientating and assimilating into the work environment.

• Facilitated the marketing and re-branding of the ICDB application into the Integrated Medical & Administrative Software Suite (iMASS) by designing several professional quality concept logos for the software suite (iMASS, iEngine & iDIS).

Performed an in-depth assessment of a concept iMASS navigation mechanism developed by the ICDB development team; authored and presented the report to upper management with feedback and recommendations.

Develops, maintains, and regularly updates the U.S. Army South Command (USARSO) public website that serves approximately 15,000 military personnel based at Fort Sam Houston. Deploys to South America with the organization to establish and deploy classified and unclassified MS SharePoint portals to support multinational forces during peacetime and humanitarian crisis.Project Management / Training: Coordinates the USARSO web enterprise to ensure high levels of access as well as appropriate security measures. Captures business requirements to effectively manage both unclassified NIPRNet and classified SIPRNet sites. Meets stringent timelines for updates and ensured a high level of response to support issues. Provided training and technical support for multiple MS SharePoint central sites servicing internal and external customers in the organization as well as external agencies. Manages active directory by creating new accounts, configuring security permissions, and modifying or removing accounts, as needed.Professional Communication Skills: Develops and presents professional briefings to executive stakeholders regarding various web projects, providing effective analyses and in-depth reviews of business requirements, resources, and risk/benefit analyses.Significant Achievements:

  • Following a strike by a Category 5 hurricane, provided humanitarian aid to the government of Nicaragua while deployed to Soto Cano Air Base, Honduras, during U.S. Army South's 2007 New Horizons exercise.

  • Leads the 12-member technical team, including programmers, software/business analysts, usability specialists, and graphics designers, serving as the team's technical expert and authority. Mentors technical personnel, resolves conflicts between cross-functional staff, and integrates a mosaic of ideas, perspectives, and solutions to produce a quality product.
  • Develops a partnership with the senior usability specialist to coordinate roles and responsibilities and ensure a solid working relationship between contract and employee personnel. Develops User Centered Design (UCD) processes and presents the critical software development lifecycle to the software development team. Educates senior executives, middle managers, and software teams on UCD process, presenting return on investment metrics expected from the product and positive user experience.
  • Results: Successful system integration and execution of the IT strategy and roadmap. Harcourt incorporated global navigation into the system, requiring only three “clicks” or less to take users to desired sites, reducing cognitive costs and enhancing overall site productivity.
