Conduct comprehensive software architecture review of the Military Flight Operations Quality Assurance (MFOQA) program for the US Navy. Review existing documentation, conduct interviews, perform analysis and make recommendations for improving overall quality, capability and extensibility of version 1 of this complex distributed computing platform that is being deployed to support F/A-18 aircraft. Architecture recommendations include migration of traditional distributed architecture to Service Oriented Architecture (SOA) driven solution. Architecture recommendations will lead to follow-on development of the MFOQA solution to accommodate new aircraft types such as rotary wing and tilt-rotor aircraft.

·Orchestrated wholesale replacement of key line of business applications including loan origination and servicing, deposits, accounts payable, enterprise portal, fixed asset and document management systems. Reengineered, replaced or upgraded 100% of legacy technologies over a 15 month period with limited staff.

·Advanced Bank’s business continuity and disaster recovery (BCDR) capabilities by implementing a robust Wide Area Network, dual data centers, application failover and database architectures.

·Improved regulatory compliance (FDIC, GLBA, information security) through focused efforts and investments in governance, architecture, and BCDR planning.

·Aligned business-IT strategies through introduction of formalized governance, standards, and technology architectures consistent with ITIL best practices. Introduced project portfolio management, change management, project management methodologies, asset and budget planning.

·Enhanced business process efficiency through investments in collaboration technology and practices. Leveraged state of the art technologies including desktop and server virtualization, business process management, enhanced collaboration solutions based on Sharepoint (MOSS 2007) and Metastorm BPM, Voice over IP, data center consolidation, Citrix based remote access, email and web content filtering

Research and develop key components of the State of North Carolina’s Statewide Technical Architecture (NCSTA). The NCSTA is an enterprise wide blueprint that guides the development and implementation of technology solutions throughout the state. Principle responsibilities include development of the Data and Collaboration domain components of the NCSTA, participation in the National Association of State Chief Information Officers (NASCIO) Enterprise Architecture Maturity Review, and development of the NCSTA database application.Contributions to the NCTA led to the North Carolina winning the 2005 NASCIO award for Enterprise Architecture.

Launched unprecedented 5 year, $25M project to identify, prioritize and migrate all Coast Guard mission critical business applications from a proprietary computing environment to a state of the art platform. Created team structure, set standards, and articulated vision. Established comprehensive, enterprise-wide standards for software development and documentation, information modeling, graphical user interface style guides, data element naming conventions, and software engineering architectures. Instituted formal methodologies for lifecycle software development (both structured and object-oriented), software process improvement, and function point analysis based software metrics programs, lifecycle software quality assurance and Independent Verification and Validation (IV&V) support programs.

Conducted search and rescue, marine environmental protection, maritime law enforcement, ice reconnaissance, logistics support, aids to navigation and operational training flight missions while stationed at numerous Coast Guard Air Stations and deployed aboard Coast Guard ships and icebreakers.
