Chief of Staff, Administrative supervision of the day to day operations of the Ambassador’s office. Advisor and Liaison between the Multi National Forces, Civil Police Assistance Training Team, Iraq National Counsel, Iraq National Intelligence Service, the Iraq National Security Forces and Iraq Special Police. Policy and over-sight of the US Military police training operations in Iraq.
Management of IRMO Interior staff (45) and responsible for their performance, all work related activities, daily operations of the organizational unit, ensuring compliance with Department of State policies, regulations and operating agreements.
Serve as the U. S. Embassy point of contact for the Ministry of Interior on issues relating to Rule of Law, Special Police, and Counter Terrorism with other agencies of the U.S. Government, coalition governments, United Nations, non-governmental organizations, and the Iraqi Government.Responsible for oversight and long range policydevelopment of the Iraqi Security Forces and assisting the Department of Defense on organization, training and equipping the Security Forces.
National Security Senior Advisor to the Minister of Interior on all aspects of National Security, Counter Terrorism, Law Enforcement, Training and long range Policy Development for those services. The Minister of Interiors Security Forces consists of approximately 250,000 personnel through out the country. The Ministry of Interior is responsible for all internal security for the Republic of Iraq.
Represent the Ambassador on various committees with in the US Embassy (Iraq Reconstruction Management Office) to establish a smooth transition of authority from the United States Government to the newly elected Iraqi government.
Led Iraq military and civilian security restructuring as Chief of Staff. Initiated protection that enabled others to provide restoration of infrastructure in war torn region.Immediately networked through Multi-National Forces, and Iraq’s Ministry of Interior, United Nations, National Intelligence Services, National Security Forces and Special Police to restore order.
Served as Senior National Security Advisor to 250,000 Security Forces of Iraq. Advised on issues of rule of law with Iraq.Oversaw and directed multinational training and long-range policy development regarding national security, organizational infrastructure, counter terrorism, and law enforcement.
Trained over 20,000 law enforcement and correction officers at Palm Beach Community College. Created new programs that nearly doubled law enforcement and correction officers with specialized training within six years. Streamlined certificate programs through online instruction. Ranked #2 in Florida State for course completion certificates issued. Authored “Automated Fingerprint Identification Systems” manual.
Provided training in counter-terrorism. Conducted risk assessments, identifying security weaknesses in local, state and federal government planning strategies. Targeted counter-terrorism security systems, advised and implemented “best practices” solutions.
Revamped safety programs, protecting 30,000 students at Rochester Institute of Technology. Initiated safety programs for hazardous waste disposal and sexual abuse prevention including lectures for the Rape Crisis team for Monroe County. Created crisis hot line and maintained over sight on EPA regulations for safety standards. Modernized and increased department accountability by 75% using technology enhancements.
