My Story

I like working with teams to get things done. On these pages I tell my professional story in a format that combines the features of an interactive web site, Facebook, LinkedIn, and the old fashioned resume and bio.

Yes, it profiles my work experiences. Yet I am first to say that it highlights the shared accomplishments of highly skilled professionals with whom I have had the pleasure of working with throughout my career.

I have been fortunate to work alongside CEOs and ambitious entrepreneurs, while serving five governors, a big city mayor, and a metropolitan county executive. Each experience along the way shaped my approach to change management and my belief that the most effective leaders are those who, when challenged, get beyond the "me" to advance the "we". That's a hard job to get right.

It takes active listening and expressively embracing diversity of opinions, talents, and backgrounds. It requires equal comfort encouraging bold thought while integrating competing perspectives. It takes nurturing of trust to engage others in an open, iterative process while helping to interpret the patterns that begin to emerge. Leaders who do this well forge strong bonds. They are grounded by reality and inspire team members to confidently channel their collective energies to solve problems and get results.

These are the basics of change management, teamwork, and leadership that excite and motivate me to make a positive difference in today's complex world.

    • 30-year old iconic, "I ♡ NY" tourism campaign re-launched with a new focus on upstate NY assets

Regional Collaboration

  • Advancing public and private partnerships in three dozen regions in four states
    • Good government reform at the regional level to help then fourth largest American city
    • Formation and development of nation's first bi-state Federal Empowerment Zone
    • Prohibition-era laws changed to spur new business in large metropolitan county
    • 500 leaders engaged in a bottom-up process to develop strategic blueprints for action

Work History

Virginia Economic Development Partnership,  Richmond, VA (May 2014-July 2017)

Chief Operating Officer. Recruited during period of political turmoil to help turnaround State's lead development entity. Responsible for running the day-to-day operations and strategic direction of a state authority governed by private business leaders that focuses on cultivating new business investment, fostering international trade growth and encouraging the expansion of existing businesses. Appointed by the board as Interim President and CEO to design and implement a major organizational restructuring.

Econsult Solutions, Philadelphia, PA (Jan 2009-April 2014)

Senior Advisor. Affiliated with group that provides high quality, rigorous economic analysis and comprehensive, innovative, solutions to meet complex public policy and corporate challenges. Retained on contract as Interim Vice-President, Knowledge Management & Development, International Economic Development Council.

Baltimore County Department of Economic Development, Towson, MD (May 2011-Oct 2013)

Executive Director. Chief development and workforce official for urban/suburban/rural jurisdiction of 815,000 residents. Managed 60 people and annual budget of $5.7MM. Prepared first ever economic strategy for county, http://baltimorecountybusiness.com/FinalStrategicPlan2012.pdf

New York State Department of Economic Development,  Albany, NY and Empire State Development Corporation, New York City and Buffalo, NY (Jan 2007-Jul 2008)

Commissioner, Corporate Co-Chair, and Upstate Chairman. Chief executive of cabinet level department (215 employees) and Co-Chairman of ESDC (257 employees.) Appointed by Governor as first Upstate Chairman for New York State. Co-managed $130MM combined budget. Created comprehensive development strategies and implemented initiatives for achieving economic growth across 48 counties in Upstate New York.

Pennsylvania Department of Community & Economic Development, Harrisburg, PA (Mar 2003-Jan 2007)

Executive Deputy Secretary. Chief Operating Officer to cabinet level department. Managed 372 employees and $1B annual state operating budget. Directed divisions of Administration, Business Assistance, Community Affairs & Development, International Business Development, Technology Investment, Tourism, Film and Marketing, and Office of Military Base Development.

Maryland Department of Business and Economic Development, Baltimore, MD (Jan 2000-Mar 2003)

Assistant Secretary. Division leader with cabinet level department. Responsible for managing $10MM annual marketing budget and staff of 60 in Baltimore office and 31 representatives in 14 foreign countries.
