My Story

I like working with teams to get things done. A marketing executive recently described me as a people, places, and patterns kind of guy. Maybe that's why I gravitated to this site to tell my story. Think of it as a cross between a customized web site, Facebook, LinkedIn, and the old fashion resume and bio.

Yes, it profiles my work experiences. Yet I am first to say that it highlights the shared accomplishments of highly skilled professionals with whom I have had the pleasure of working with throughout my career. Teams really do make a difference.

I have been fortunate to work alongside corporate leaders and serve four governors, a big city mayor, and a metropolitan county executive. They placed me in positions where I could develop skills as an effective, performance-based manager who values diversity of opinion, talent and creativity. They allowed me to see patterns of behavior, lay out visions and channel my energies to bring people together to solve problems and get results.

Competitive Growth Strategies

  • Figuring out what it takes to increase regional prosperity and successfully compete in the global economy
    • Over 150 deals for the State of New York closed, >13,000 new job pledges and 30,000 jobs retained.
    • New York rose to #1 from #14 in North America in 2007 for attraction and expansion deals.
    • Pennsylvania rose to #1 in North America in 2005 for attraction and expansion deals.
    • 30 year old, iconic, “I ♥ NY” tourism campaign re-launched with a new focus on upstate NY assets.
    • Master plan for $2.8B Economic Stimulus Program developed, 19 new programs and 1,800 projects.

International Business

  • Establishing global networks to increase direct foreign investment and trade opportunities
    • Three U.S. state offices of international business restructured.
    • Hong Kong office opened with satellites in Beijing and Shanghai for New York State.
    • Taiwan office opened for Pennsylvania.
    • Largest international network of any state established with 35 representatives in 22 countries.
    • First-ever global business strategy for Maryland.

Organizational Change

  • Breathing new life into staid organizations to boost morale, increase efficiency and productivity
    • Balanced Scorecard for $667 million department developed.
    • 43,000+ people seeking job training and placement assistance helped.
    • Prohibition-era laws changed to spur new business in large metropolitan county.
    • Over 20,000 annual transactions streamlined to increase revenue.

Regional Collaboration

  • Advancing the interests of business and more than thirty-seven million residents in twenty-six regions in three states
    • Regional public/private partnerships.
    • Good government reform at the regional level to help large American city,
    • Formation and development of nation's first bi-state federal empowerment zone.
    • 500 leaders engaged in a bottom-up process to develop strategic blueprints for action.
    • Live televised “town hall” meeting simulcast with six studio audiences at six public broadcasting stations.

Sustainable Development

  • Targeting investments and focusing on transformational development projects
    • "New Urbanism" projects to improve quality of life and suburban landscape
    • Land use concept developed for 3,300 acres of industrial land on the U.S. eastern seaboard
    • $700MM revitalization fund enacted that for new infrastructure, public finance and innovation programs.
    • Public support and/or financing for transformative, high profile, projects in core towns and cities 
    • Disaster recovery efforts related to the BP Oil Spill.

Virginia Economic Development Partnership Richmond, VA (May 2014-present)

Chief Operating Officer

Responsible for running the day-to-day operations and strategic direction of the Virginia Economic Development Partnership (“VEDP”), a state authority governed by private business leaders that focuses on cultivating new business investment, fostering international trade growth and encouraging the expansion of existing businesses in the Commonwealth of Virginia.

Chief development and workforce official for urban/suburban/rural jurisdiction of 815,000 residents. Managed 60 people and annual budget of $5.7M.

Corporate Co-Chairman & Upstate Chairman

Chief executive of cabinet level department (215 employees) and Co-Chairman of ESDC (257 employees.) Appointed by Governor as first Upstate Chairman for New York State. Co-managed $130M combined budget. Created comprehensive development strategies and implemented initiatives for achieving economic growth across 48 counties in Upstate New York.

Pennsylvania Department of Community & Economic Development, Harrisburg, PA(Mar 2003-Jan 2007)

Executive Deputy Secretary Chief Operating Officer to cabinet level department. Managed 372 employees and $1B annual state operating budget. Directed divisions of Administration, Business Assistance, Community Affairs & Development, International Business Development, Technology Investment, Tourism, Film and Marketing, and Office of Military Base Development.

Maryland Department of Business and Economic Development, Baltimore, MD (Jan 2000-Mar 2003)
