Dave began his career in law enforcement after graduating from John Carroll University in Cleveland, OH with a bachelors degree in Sociology and a concentration in Criminology.In 1997, Dave was hired as a Special Agent with the Pennsylvania Office of Attorney General, Bureau of Criminal Investigation. From 1997 to 2005, Dave investigated complex white collar frauds, financial crimes, election law violations and other crimes falling under the jurisdiction of the Attorney General's Office and was selected to to serve as the Attorney General's representative on the Financial Crimes Task Force of Southwestern Pennsylvania, a joint task force investigating and prosecuting financial crimes. In 2005, Dave transferred to the Child Predator Unit, a specialized unit under the Pennsylvania Attorney General's Office. In this capacity, Dave was responsible for the undercover investigation of child predators and pedophiles who use Internet chat rooms and social networking sites to sexually exploit children. During that time, Dave was responsible for more than 60 arrests of child predators and child pornographers in Pennsylvania, Connecticut, Ohio, West Virginia, North Carolina, Georgia, California, Texas, Kentucky and Florida. Additionally, Dave served as the Attorney General's representative for Operation Safe Surf, an educational component of the Child Predator Unit designed to educate children and their parents about the dangers of child predators on the Internet.In October of 2009, Dave was hired by the Cuyahoga County Prosecutors Office as the Lead Investigator for the Internet Crimes Against Children Task Force. In this capacity, Dave is responsible for the investigation of child predators and child pornographers who use the Internet to exploit children and is responsible for the handling of cyber-tips received from the National Center for Missing and Exploited Children.  In his capacity, Dave supervises an investigator, three forensic examiners and a civilian analyst.

Cuyahoga County Prosecutors Office

Lead Investigator for the Cuyahoga County Prosecutors Office, Internet Crimes Against Children Task Force.  Responsible for the investigation of child predators and child pornographers through online proactive undercover investigations.  Currently supervises 5 employees, including an Investigator, 3 Forensic Examiners and a Civilian Analyst.  Responsible for the day to day administration and management of investigations, forensics and grant related activities, including the handling of Cybertips from the National Center for Missing and Exploited Children and the collection of statistical data from the task forces 300+ statewide affiliate law enforcement partner agencies.

In this role, Investigator Frattare also conducted Internet safety related presentations to parents, children and community groups on topics such as chat rooms, social networking, sexting, cyberbullying and child predators.  Investigator Frattare recently appeared on WKYC Cleveland's "In Focus", to discuss the dangers of social networking sites.

Special Agent with the Child Predator Unit, a specialized division of the Bureau of Criminal Investigation responsible for conducting pro-active, undercover operations in Internet chat rooms and on social networking sites.  These investigations personally led to the arrest of more than 60 child predators in the United States and Canada.  Responsible for the investigation, operational planning and arrest of these child predators, working closely with fellow Special Agents, supervisory personnel and prosecuting attorneys. Worked closely with Internet Crimes Against Children (ICAC) task forces throughout the United States to refer criminal investigations to other state, federal and international law enforcement agencies investigating the sexual exploitation of children online.

Also has served as the Attorney General's representative for Operation Safe Surf, an informational program designed to educate students and their parents on the dangers of child predators and the Internet.

Special Agent with the Bureau of Criminal Investigation, responsible for the investigation of financial crimes, white collar frauds and other offenses under Title 18 of the Pennsylvania Crimes Code. Worked extensively with the Financial Crimes Task Force, under the direction of the United States Postal Inspection Service, investigating identity thefts, credit card frauds and various financial scams.

Participated in and investigated complex financial crimes such as identifty theft, credit card fraud and various other financial scams which led to prosecution in state and/or federal court.
