Served as the first Information Technology Director for a consolidated Public Safety Answering Point (PSAP).  NORCOM supports 5 police and 14 fire agencies, providing front-line emergency services to a community of over 800,000 in an area covering 625 square miles.  

Managed all IT functions in a 24x7 emergency services organization, including personnel, policy and project management, organizational structure and budget.

  • Negotiated resolution to 3-year vendor dispute, saving $300,000 in year 1 and reducing on-going maintenance costs by 25%.
  • Established first stable, fully operational system in history of organization.
  • Created new line of business as outsourced IT for external agency.

Managed day to day operations for technology department including administration, applications, community outreach, facility access and security, infrastructure, innovation and process improvement, print/copy center, telecommunications, service desk, social media, web site & web services administration and public & secure wireless connectivity.

  • Combined IT and Facilities Maintenance service and support into a single ITIL-based Service Desk, resulting in a true “one-stop shop”.
  • Achieved 96% customer service approval rating and maintained that level with 0 department attrition for 6 years.
  • Slashed budget 35% by identifying cost saving measures, implementing alternative solutions, renegotiating contracts, realigning resources and managing equipment lifecycles.
