About David Recor

Experienced in capital improvement planning, David Recor is a longtime municipal manager who has guided a variety of large-scale capital construction projects. In his most recent position as the City Manager in Ocean City, Maryland, David Recor initiated a five-year strategic plan that set in place policy and management priorities and an annual “action item agenda.”

Earlier in his career, Mr. Recor served as Deputy Planning Director for the Town of Hilton Head Island, South Carolina. Over a five-year period, he managed implementation of the Town's Capital Improvement Plan including beach renourishment activities. He also restructured the Town's development review process to improve efficiency and responsiveness.

As an ICMA Credentialed City Manager, Mr. Recor has led municipal organizations through an unprecedented decline in financial resources forcing evaluation and analysis of essential services, business practices and operations at every level of the organization. He has successfully initiated efforts to reinvent City Hall by restructuring staff, streamlining administrative processes and developing systems for improved efficiency, productivity and better accountability.

Mr. Recor received his Masters of Public Administration (MPA) from George Mason University and is also a graduate of the Senior Executive Institute (SEI) at the University of Virginia, Darden School of Business, Weldon Cooper Center for Public Service.
