Duties and Responsibilities
• Lead a staff of talented planning and GIS professionals to provide customers with a one-stop destination for all of the key functions related to the City’s development review process.
• Oversee the department’s $450,000 budget and the city’s impact fee program.
• Help the city envision its future and find a proper balance between new or re-development and essential services, environmental protection, and innovative change.
• Maintain a sound understanding of applicable planning, zoning, State, and Federal laws; related to but not limited to: annexation, exactions, property owner rights, eminent domain, and land use.

Achievements
• Added stability to the department after the loss of the previous 9-year tenured Planning Director, as well as the prior City Planner and GIS Technician.
  - Hired three new employees within one year to fully staff the department.
  - Guided the department through full employee turnover and a drain of institutional knowledge.
• Overhauled application submittal, review, and approval procedures to streamline the entire development process, which was praised by residents, developers, colleagues, and City leaders.
• In fiscal year 2016, increased departmental efficiency in order to effectively process a 75 percent increase in applications with only a 30 percent increase in staffing.
• Implemented an interactive, online mapping service that cut staff research time by more than 80 percent and provided a valuable tool for Waxahachie residents and developers.

Duties and Responsibilities
• Managed the Development Services Department's gas well planning and regulatory division.
• Provided leadership in areas pertaining to planning and land use; project management; permit review, issuance, and inspection; code enforcement; and sustainable growth and development.
• Administered the division budget, including the management of direct revenue sources from inspection fees, development review, and permitting.
• Worked with citizens, businesses, developers, and other stakeholders to plan for growth and then identify and resolve specific development or land use compatibility issues.

Achievements
• Established the City of Denton’s first new Business Unit in more than a decade.
  - Inaugural division employee who selected and hired a motivated staff and then trained them to be hard-working, customer-focused, and extremely educated in their field.
  - Grew the division from start-up into a high-quality organization, which required sound management practices and the development of a strategic plan for long-run improvement.
• Created an online repository for cataloging and displaying spatial data that was recognized as a leader in municipal government.

Duties and Responsibilities
• Project manager for the land use development aspect of the City’s natural gas regulatory program.
• Directed and coordinated the development process with various departments to ensure proposed land use plans and projects met development standards.

  - Reviewing and approving development applications, e.g., zoning change requests, specific use permits, site plans, building permits, and subdivision plats;
  - Inspecting sites for compliance with applicable local, state, and federal regulations; and

Achievements
• Facilitated the program's growth from a one-person project manager position into a four-member team of planners, inspectors, and regulators.

Pipeline Best Practices Working Group Member

  • Represented municipalities throughout Texas on the working group that was formed at the request of the State Legislature in order to formulate a Best Practice Standards agreement between municipalities and pipeline companies.

  • Assisted Rep. Burnam by attending public meetings, writing technical opinions, and performing reviews of possible legislative actions.

  • Wrote Phase I and Phase II Environmental Site Assessments (ESA) and prepared Request for Proposals (RFP) bids on potential ESA projects.
