Summary

Experienced leader with more than 13 years of practice in the planning profession and 18 years of public administration experience. My planning experience consists of public employment by municipal governments and private consulting on behalf of land developers. In addition to municipal work, I gained valuable public administration experience while serving five years in the U.S. Air Force. My governmental experience taught me a high attention to detail that is well suited to building successful organizations.

My specific areas of competency are: leadership, change management, process improvement, planning and land use, customer service, managing public budgetary and financial matters, and policy analysis. By utilizing excellent communication skills, I am able to present information in a confident and articulate manner that highlights my public speaking expertise.

As a strategic, results-oriented thinker, I thrive when given an opportunity to analyze complex plans and projects to achieve planned or envisioned outcomes. Community Development Director

City of Edgewood, WA

Duties and Responsibilities
• Serve the City of Edgewood as an integral member of the City's executive leadership team by planning, organizing, and directing the functions of the Community Development Department that is comprised of 8 employees (nearly half of the entire organization’s total 17.43 FTEs).
• Oversight responsibilities include current planning; long-range planning; code enforcement; development review; building inspections; SEPA environmental compliance; and City implementation of the state’s GMA goals.
• Staff liaison for the Planning Commission and Economic Development Advisory Board.
• Provide administrative guidance to other staff members to help ensure the City’s goals and objectives are achieved in a timely and professional manner
• Supply the Mayor (Chief Executive) and the City Council with accurate and timely information to support decision-making and policy direction.

Achievements

• Led City Council through strategic planning exercises to refocus the City's mission, which resulted in a new vision statement and the setting of goals and objectives for the entire organization.
• Executed and manage multiple on-call city contracts to ensure the daily operations necessary to run the City are not left unattended due to limited in-house staffing.
• Developed and implemented an employee succession plan.
• Partnered with a customer analytics company to deliver quality economic development, retail recruitment, and business retention programs to the citizens of Edgewood.

Planning Director

City of Waxahachie, TX

Duties and Responsibilities
• Led a staff of talented planning and GIS professionals to provide customers with a one-stop destination for all of the key functions related to the City’s development review process.
• Oversaw the department’s $450,000 budget and the city’s impact fee program.
• Helped the city envision its future and find a proper balance between new or re-development and essential services, environmental protection, and innovative change.
• Maintained a sound understanding of applicable planning, zoning, State, and Federal laws; related to but not limited to: annexation, exactions, property owner rights, eminent domain, and land use.

Achievements

• Added stability to the department after the loss of the previous 9-year tenured Planning Director, as well as the remaining department staff.
- Hired four new employees within one year to fully staff the department.
- Guided the department through full employee turnover and a drain of institutional knowledge.
• Overhauled application submittal, review, and approval procedures to streamline the entire development process, which was praised by residents, developers, colleagues, and City leaders.
• In fiscal year 2016, increased departmental efficiency in order to effectively process a 75 percent increase in applications with only a 30 percent increase in staffing.
• Implemented an interactive, online mapping service that cut staff research time by more than 80 percent and provided a valuable tool for Waxahachie residents and developers.

City of Denton, TX

Duties and Responsibilities
• Managed the Development Services Department's gas well planning and regulatory division.
• Provided leadership in areas pertaining to planning and land use; project management; permit review, issuance, and inspection; code enforcement; and sustainable growth and development.
• Administered the division budget, including the management of direct revenue sources from inspection fees, development review, and permitting.
• Worked with citizens, businesses, developers, and other stakeholders to plan for growth and then identify and resolve specific development or land use compatibility issues.

Achievements

• Established the City of Denton’s first new Business Unit in more than a decade.
- Inaugural division employee who selected and hired a motivated staff and then trained them to be hard-working, customer-focused, and extremely educated in their field.
- Grew the division from start-up into a high-quality organization, which required sound management practices and the development of a strategic plan for long-run improvement.
• Created an online repository for cataloging and displaying spatial data that was recognized as a leader in municipal government.
• Gained experience managing a planning division in a growth-oriented municipality.

Planning Project Manager

City of Arlington, TX

Duties and Responsibilities
• Project manager for the land use development aspect of the City’s natural gas regulatory program.
• Directed and coordinated the development process with various departments to ensure proposed land use plans and projects met development standards.
• Primary duties included:
- Reviewing and approving development applications, e.g., zoning change requests, specific use permits, site plans, building permits, and subdivision plats;
- Inspecting sites for compliance with applicable local, state, and federal regulations; and
- Writing project staff reports to evaluate the land use, economic, and environmental impacts.

Achievements

• Facilitated the program's growth from a one-person project manager position into a four-member team of planners, inspectors, and regulators.
