Chief of Police

Sanford Police Department

Responsible for the management of 125 sworn and 20 civilian members of the Sanford Police Department with a $12 million budget to provide law enforcement services to a resident population of 54,000.

·Improved the hiring process and field training program to ensure quality candidates were hired and trained to accomplish the agency’s new mission of community policing.

·Improved agency moral through open communication and firm but fair progressive discipline while recognizing members for exceptional performance.

·Reorganized personnel and promoted an agency wide focus on attaining reaccreditation by the Commission for Florida Law Enforcement Accreditation.

·Acquired a Department of Justice COPs Grant for 6 additional police officers and provided programmatic and fiscal oversight for the grant objectives.

·Reduced costs to the budget through participation in joint efforts with other law enforcement agencies and the initiation of a new vehicle procurement and lease program with a savings of $100,000 for each of the first two years.

·Initiated an organization wide community policing effort that in the first year resulted in a 4.4% drop in the Uniform Crime Report for the City of Sanford.

·Emphasis on safety and procedures resulted in a 25% reduction in claims and a savings of $70k in 2011 and the first Safety Incentive Award to the police department since the inception of the program.

Associate Dean Center for Public Safety

Seminole State College

Responsible for 15 fulltime faculty and staff and 100 adjunct faculty that delivered State of Florida certification programs in law enforcement, corrections, fire fighting, emergency medical technician and paramedic students.The Center for Public Safety also provided advanced and specialized training and Associate in Science degrees in these fields.

·Ensured compliance with accreditation standards, benchmarks reported to the State of Florida Department of Education and the recertification of each disciplines training center designation.

·Implemented a focus on customer service and successful completion of programs.

·Boosted scholarship funds available to students by collaborating with local vendors.

·Enhanced training by introducing scenario based and simulation training.

Captain Special Operations & Emergency Services Divisions

Seminole County Sheriff's Office

Responsible for 22 personnel who provided law enforcement services in Aviation, Range & Water, and Canine and Dive operations.

·Managed the development, presentation and implementation of the Aviation program to transition from military surplus aircraft to civilian commercial aircraft, a $4.5 million project.

·Proposed and implemented the construction of additional facilities to house the Range & Water, K9 and Emergency Services personnel and resources at the Orlando Sanford International Airport.

Captain Emergency Services Division Collateral Assignment 1998-2009

Responsible for the management of the Special Weapons and Tactics, Crisis Negotiations and Explosive Ordnance Disposal Teams.Member of the SWAT Team for 25 years, the last 11 years as the Officer in Charge.

·Served as the agency representative to the State of Florida Regional Domestic Security Task Force responsible for the submission of projects and evaluation of all projects submitted at the State Funding Conference and managed several Federal and State grants as well the Federal Donation and Military Surplus programs.

·Managed a large inventory of equipment through accurate assignment protocols and regular audits.

·Improved delivery of high risk servicesby managing various multijurisdictional teams (Aviation, SWAT, Crisis Negotiations, Explosive Ordnance Disposal)

Captain Department of Seminole Neighborhood Policing South Region2000-2002

Responsible for 102 sworn and civilian members who provided law enforcement services to a population of 95,000 and administered a $4.1 million budget.

Captain Department of Investigative Services1998-2000

Responsible for 50 sworn and civilian members providing law enforcement investigative services in the areas of economic crimes, auto theft, major case (violent crimes), forensic services, victim services and fugitive apprehension.

Lieutenant Seminole Neighborhood Policing District 61997-1998

·Improved the performance of the Sheriff’s Office by participating in the Steering Committee and Focus Group to reengineer law enforcement services and implementing a more proactive, problem solving plan with a focus on customer service.

Lieutenant Training and Career Development Division1996 - 1997

·At the direction of the Sheriff reengineered the Training Division to provide in-service and outside training to law enforcement and corrections members.

Lieutenant Seminole Neighborhood Policing District 61994-1996 Initiated Neighborhood Policing in the South Region of Seminole County.
