I am looking to apply my in-depth knowledge of technology in a senior technical management/architect position in law enforcement data systems. Experience in a unique variety of disciplines has taught me success is more than competent knowledge of a subject. To be successful, technical knowledge must be combined with creative thinking, vision, focused decision making, and a deep personal sense of ownership. As a technical architect, I consulted, proposed, designed, and implemented projects involving many varied fields including computer application development, wireless communications, computer network design, law enforcement dispatch and records management applications, geospatial applications, 911 communications systems, police facility construction, security, lighting, sound, and video. Each project has challenged me to integrate my skills in new and innovative ways. I accepted increasing management responsibilities as the projects grew in size. Working with employees as well as contractors and consultants, I moved gracefully from small, single discipline assignments through multimillion-dollar, multi-discipline projects, managing through careful consideration of all aspects of the business, customer, technology, project, and employees.

Designed new state of the art data center, executed production data center relocation, implemented secure remote access, voice conferencing system, and internal communications portal, audited system security, and managed 3COM NBX VoIP phone system.

Responsible for strategic planning, implementation, and management of Law Enforcement data sharing system, serving 71 law enforcement agencies and 11,000 users. Develop and manage multimillion dollar conversion from mainframe system, re-architect network for security and expansion, as well as federal grant writing and design/implementation of grant funded projects using the Global Justice XML Data Model and the National Information Exchange Model. Worked with National Institute of Justice and FBI on the federal Regional Data Exchange Project. Implemented first 3rd party interfaces to RDEX.

Manage and supervise employees assigned to projects. Representative on county and regional interoperable technology committees and advisor to the Northern California Computer Crimes Task Force.

Mobile Access Software provided software for Law Enforcement and offered Mobile Data, Field Reporting, and Records Management solutions. As manager of Product Development, was responsible for product design and development, implementation of innovative technologies, managing development staff, administration of the corporate computer network, as well as handling pre-sales technical evaluations, requirements gathering, and custom implementations for large customers. Also developed commercial applications using Visual Basic, Microsoft T-SQL, and ASP. This company was purchased by Northrop Grumman in 2003.

Field patrol duties included traffic enforcement, accident and criminal investigations, including gathering evidence, questioning victims, witnesses, and suspects, as well as apprehending suspects. Patrol officers also mediate confrontations with hostile or potentially hostile people, console crime victims, and assist with a variety of citizen requests.
Also served as Computer Systems Administrator: Utilized skills to develop and program a computer-aided dispatch system using Visual Basic and SQL server. Installed and administrated Automated Field Reporting and Records Management Systems, managed development and installation of mobile computers in police vehicles, including wireless Ethernet connectivity. Administered Microsoft file, SQL, and Exchange servers, as well as CheckPoint Firewall and user workstations. Member of San Diego Law Enforcement Assistance Network (LEAN), which developed county-wide radio and communications protocols, as well as Coronado Police Department representative to the ARJIS technical committee. Developer fully featured CallCenter Computer Aided Dispatching software.
Continue to serve as a Reserve Sergeant in the patrol division.

Ten years experience managing people and projects, including hiring, terminating, discipline, and performance reviews for lighting technicians, computer programmers, stagehands, security technicians, and electronic systems technicians. Designed and implemented financial systems for the Technical Services department, as well as the design and installation of park-wide security monitoring and alarm systems. Other responsibilities included proposing, budgeting, purchasing, and reconciling budgets for technical portions of projects of up to 25 million dollars.
