Mr. MacNeill provided development and support for the latest version of the Tax Credit Online System, released in the fall of 2015, delivering enhanced usability and client-side performance for online applications. Mr. MacNeill also configured and completed the development of the Dynamics interface with the Roedl Dynamics Adapter, allowing information to pass from Dynamics CRM into legacy systems through web services. Mr. MacNeill analyzed new requirements for a new version of the CAVCO Tax Credit Online system that delivered better validation, performance improvements and enhanced communication with clients and assisted in the development and delivery of the updated system.

Mr. MacNeill:

  • Developed a .Net and Python solution to automate the delivery of dashboards using Tableau Desktop/Reader

Mr. MacNeill provided analysis and development experience in the design and integration of the GCLinks Workbook Management system (and Risk Assessment Tool) with the Department's primary G&C system (GCIMS) and built and designed an SAP data integration module.

Mr MacNeill:

  • Worked with the business analysts in the Centre of Expertise as well as the ultimate end users in programs
  • Wrote specifications for business and functional requirements to address key needs and  new features for programs in Risk Assessment Tool in 2012 and 2013.   
  • Was responsible for ensuring knowledge transfer of the project into the in-house development group for further development, providing analysis and guidance expertise in 2014. 
  • Assisted in the analysis and inclusion of agile methodologies into the section's SDLC, assisting in the process and procedure definition as well as the implementation of strategies for successful iterative development and concurrent builds with Team Foundation Server in 2012.

The Project Risk Assessment Management (PRAM) Tool was designed to replace previously designed Excel and PDF line of business tools. Mr. MacNeill analyzed and produced development specifications for a software solution that manages various Risk Profiles and responses, providing a consistent approach to assessing risk among Grants and Contributions projects as well as other potential uses. He worked with the clients at the Centre of Expertise, finalizing the implementation, translating the requirements found in the previous Excel implementation into a comprehensive specification and schedule, working within the section's SDLC.  Specific responsibilities included:

  • Designing and writing SQL tables, views, triggers and stored procedures for the PRAM Tool
  • Analysis and design architecture, as part of the development effort in 2011, for a common WPF dynamic application framework that was used in the development of the Project Risk Assessment tool. This process involved meeting with in-house Technical Architect to lay out specific requirements. This framework provided common access for language, security and logging features. 
  • Production of prototypes through the analysis and design process, soliciting client and in-house development feedback.
  • Management of the development team in completing the first version of the product, delivered in 2011, using WPF and SSRS for reporting.
  • Sole author of both the initial user and administrator guides for the product, as well as release documentation and assisted in the transition of the documentation to the in-house group.

Alberta Innovates Health Solutions (AIHS) is an organization design to fund projects on the cutting edge of technology in the Health Sciences space. In 2011-12, it supported roughly 1600 researchers (highly skilled people) with $74 Million. The Grants solution SIMS was designed to administer funding to this community. This enterprise scale solution consisted of Dynamics CRM 2011 in a secure, n-tier architecture integrating with other related enterprise systems including Finance and document management accelerated for grants management with the Eperformance iGrant XRM Accelerator, eServices and SharePoint Foundation.

In his role as an ERP System Analyst on this Enterprise IT project, Mr. MacNeill:

  • Applied a modified Microsoft SureStep methodology approach for requirements gathering, and analysis
  • Created a requirements check list and interpreted requirements in use cases as input to the design phase.
  • Created a  requirements traceability matrix, extending the iGrant XRM solution to address the unique requirements and processes of AIHS
  • Developed a solution specification including a business and technical design including a business architecture, software component design, User Interface design and detailed functional specification.
  • Developed components of the software based on the solution specification including Dynamics CRM entities and a public facing web portal extensions for eSubmission and eReview and integration with SharePoint
  • Based on a test plan approved by the client completed test stories and test cases for each of the use case developed, performed the test cases for alpha testing phase an then provided the test scripts to the UAT team for further testing.
  • Designed and developed a number of external reviewer features for an Internet-facing portal including scoring submission templates, reviewer portfolios, scoring dashboards and role-based login functions. This included designing and developing a web service for integrating the Internet-facing web “eServices” application with the internal CRM case management solution. Through this integration the case application was able to receive application submissions from external users.
  • Designed and developed a range of features for a custom built, CRM extension for eServices, providing an Internet facing public portal that included submission templates, login functions, integrated the web service interface for the integration of the portal with the CRM case management application.
  • Developed server-side CRM workflows and plugins supporting contact and account management
  • Assisted in a staged data migration to move data from the legacy grant application to the Dynamics CRM solution. This included designing and generating import templates, populating the templates from legacy databases, and building scripts to import the data into CRM and rebuild the entity relationships between related entities. The Dynamics CRM Import/Export sub-service was used to implement the data conversion process. Stage one involved migrating contact and organization information from the legacy solution to the CRM application. Stage 2 involved migrating the program information.

      The G&C SAP Integration project automated the communication between the Department's primary G&C System (GCIMS) and the SAP Financial Management system.Using business requirements developed in-house, Mr. MacNeill: 

      • Analyzed the requirements and designed an interface between SAP (Oracle) Financials system and internal Grants system, using WCF services for inter-application communication
      • Communicated with the financial development group as well as the departments' financial Centre of Expertise.
      • Developed in conjunction with the operations team using the existing SDLC, delivering a solution that reduces redundant data entry in the department.

      ERP Systems Analyst - Enterprise Grants and Loan Management System (EGLMS)

      This was a project to design, develop and implement a grant and loans management system for the Ontario government that consisted of online client submissions and a back office case management system for assessing, awarding, and administering grant projects.

      The following services were performed on this project:

      • Applied a Government G&C Reference model as a basis for the design of a systematic competitive grant management solution to support the model.
      • Conducted a Preparedness Assessment process to review and capture requirements defining the work flows, business rules, forms and reports for the target system
      • Developed a solution overview and plan for the development of the solution involving a number of technologies including: Microsoft Dynamics CRM, .Net, Windows Workflow Foundation, SRS, MS SQL, and Microsoft Windows
      • Applied and configured and advanced set of grant management accelerators and extensions including an a public facing eServices portal, and internal grant program office.
      • Developed detailed design documents for the full development and secure integration of all technology components.

      Mr. MacNeill provided the following services::

      • Participated in requirements assessment workshops analyzing client requirements and preparing functional specifications based on these requirements.
      • Implemented the solution specification design with the development of User Interface forms and related workflows and CRM plugins supporting the automated grant management functionality

This solution integrated the Horizon product line with an in-house Microsoft POS, consolidating sales efforts between schedulers and mobile truck vendors across the United States.

        Melton Technologies is a leader in the US Transportation Software industry. Started in 1985 as Integrated Trucking Systems, MTI was one of the first companies to integrate a nascent satellite communication system from Qualcomm into its back office. As Technical Architect, Mr. MacNeill was responsible for moving MTI into the world of Windows in 1993 and beyond.

        Exocom Systems was one of Ottawa's premier consulting firms in the 1990's, specializing in technologies from a number of vendors. Mr. MacNeill joined the Microsoft division and brought his expertise in development and analysis. His management and presentation skills at Microsoft-sponsored conferences helped Exocom become one of the first Microsoft Regional Directors in Ottawa.

        Mr. MacNeill attended Trent University with a joint-major on economics and politics. He continued technology studies with ACDS Graphics and Unix system administration courses while at Statistics Canada.  He has completed Trainer Certification provided by Friesen Kaye and Associates, a North American leader in training and certification and Presenter certification through Dale Carnegie Certifications in North Carolina.
