Executive responsibility (strategic vision, direction, and execution) for the portfolio of key corporate IT systems at webMethods.  Day-to-day management of a department of software engineers, business analysts, system administrators, and helpdesk specialists.  Lead projects to develop, deploy, and sustain applications for customer and partner extranets, Customer Relationship Management, Sales Force Automation, Marketing Resource Management, Financial Applications, Call Center Operations, collaborative tools, corporate IT infrastructure, and an enterprise integration backbone (using webMethods’ own technology).  The enterprise portfolio included packaged commercial application suites such as Siebel, Peoplesoft Financials, Open Text Livelink, Informatica, and webMethods, in addition to a variety of custom-developed applications.

Responsible for automating key business processes to facilitate hypergrowth as webMethods rapidly evolved from a pre-IPO startup into a recognized leader in their market.  Worked with leaders across the company to estimate, schedule, and execute all facets of work, including requirements management, design & development, integration & testing, deployment, product support, and ongoing operations & maintenance.

Directed a family of Knowledge Management programs under contract for the U.S. Intelligence Community. Managed a department of software engineers, business analysts, and product support specialists that architected, built, and implemented large Knowledge Management and Organizational Messaging systems for government intelligence agencies. Worked with subordinate team leaders to estimate, schedule, and execute all facets of work, including requirements management, design & development, integration & testing, deployment, product support, and O&M. Instrumental architect and visionary for client s Corporate Knowledge Environment and other strategic KM initiatives. Led development of a 24×7 mission-critical KM infrastructure, ensuring that the development efforts were focused on complying with the architectural vision. System deployed successfully in late Fall 99 to rave reviews from a user community of over 3000 intelligence analysts. Program success resulted in 100% Contract Award Fee and significant new work for Logicon with this client.

Served as senior consultant to the CIA s Strategic Task Force on Knowledge Management. Provided direct support to the CIA s CIO in creating a vision for KM at the agency. Served on the CIA CIO s Architecture Staff, specializing in KM technologies and practices. Performed trade studies and risk analyses, generated technology forecasts, and developed exploitation plans for new commercial KM technology. Acted as primary liaison with Gartner Group on KM issues for CIA. Involved with working groups to implement a Mentoring program and establish Knowledge Centers for software skills.

Previous to supporting KM initiatives at CIA, primary responsibility was program management of the Special Operations Forces Intelligence Vehicle (SOFIV) and other software development projects for the intelligence community (for Intelink, JDISS, SOCRATES, TENCAP, and Constant Source/Combat Intelligence System). SOFIV won the prestigious David Packard Award for Excellence in Acquisition in 1997.

Responsible for programs focused on correlation and data fusion, GIS, and expert systems based on heuristic and probabilistic rules. Development done primarily in Solaris, C++, Sybase, and X Window/Motif. Met all deliverables and milestones on schedule and budget using a variety of rapid development management techniques. Required both line and staff management of a team of 15-20 programmers, testers, and product support specialists.

Served as the senior developer and task leader on a data fusion subsystem of a large Navy ocean surveillance system (OSIS/OBU), which required extensive knowledge of VAX Pascal, FORTRAN, Oracle, and VMS internals. Also served as staff engineer to troubleshoot system-wide technical problems during the systems integration & test phase, reporting directly to the Program Manager. Worked system deployment at a number of overseas sites, performing installs, system tuning, user training, and dealing with logistics and operational issues.
