Led 10 person government/contractor team and performed Contracting Officer's Representative (COR) duties to develop ~$7M web-based data warehouse project to support U.S. Coast Guard (CG) and Intel community maritime intelligence retrieval requirements using Oracle 9i database, BEA WebLogic 8.1 application server, and Java2 Enterprise Edition (J2EE) framework.
Key Accomplishments
- Interfaced with CG customers to gather data requirements and manage expectations making use of site visits, telephone calls, and email exchange as necessary
- Interfaced within and across CG communities including Intelligence, Operations, Marine Safety, Systems, Common Operational Picture Working Group, Maritime Domain Awareness Working Group, Deepwater Intelligence Working Group, and National Technical Integration Office to identify areas of common interest and potential collaboration
- Interfaced with external entities, including Office of Naval Intelligence, Customs and Border Protection, Naval Postgraduate School, Naval Research Lab, and others, to identify data-sharing opportunities and cross-project synergies
- Performed technology comparisons and made purchasing decisions in the areas of relational database management systems, J2EE application servers, server hardware and operating systems, extraction, transaction, and loading software, Geographic Information Systems to obtain maximum value from expenditure of government funds
- Evaluated contractors to support vendor selection and contract award for the following service offerings: software development, system administration, database administration, customer service, security certification and accreditation, and independent verification and validation - provided technical direction and oversight to all components of resulting contracts
