Commissioner of Stamp Duties

• Certification of stamp duties paid on all transactions dealing with real property in Gibraltar as per statutory obligations.
• Analysis of values / comparables as Stamp Duty in Gibraltar is payable ad valorem.

Land Registry.

• Authorised signatory for Register of Land Titles.
• Overseeing day-to-day management responsibilities of the department in liaison with the Director.
• Oversight of Land Registry in accordance with responsibilities under Gibraltar's Land Titles Act.
• Currently involved in transfer of Gibraltar's Supreme Court Registry to Land Property Services Limited and its merging with the Land Registry.

Rent Assessor

• Rental Valuations within statutory regulations
• Determination of statutory rents and attending to duties under the Landlord & Tenant and Housing Acts in Gibraltar 
• Maintainance of several public registers in accordance with these statutory obligations

• Monitored lease covenants and obligations related to service charge provisions.
• Calculated and reconciled the total lettable areas of all multi-let properties under management, according to the Landlord’s lease obligations, with the individual Unit areas and percentages of expenditure due under their respective under leases.
• Coordinated the Task Group in charge of repossessing rent, rates, electricity and service charge doubtful debtors within all Multi-Let Properties, under the direct supervision of the Senior Surveyor.

• Oversaw the accounting on Service Charge funds for the whole portfolio of Multi-let properties managed by LPS.
• Prepared the service charge budgets of all Estates managed, in liaison with the responsible Chartered Surveyors and Estate Managers.
• Prepared all income and expenditure accounts for whole of the property portfolio, reconciling on a monthly basis and reporting to Government Senior Treasury officials (Landlord).
• Managed the Arrears Monitoring System for service charges in respect of the whole portfolio of Client properties – chasing defaulters and monitoring arrears agreements.
• Arranged for the liquidation, under the Companies Act in Gibraltar, of companies who owe substantial irrecoverable arrears of Service Charges, Rents, Electricity & Water and other charges, liasing directly with Court and Treasury officials (Landlord).
• Prepared all estate accounts to pre-audit level.
• Liaised with accountants and Treasury Officials (Landlord) for preparation of audit report.
• Liaised with Solicitors representing both our client Landlords and the tenants.
• Dealt with Tenants enquiries and fault reports.
• Prepared and issued Certificates of Expenditure in accordance with the Landlord’s underlease obligations for all properties managed.
• Managed a project for the Landlord’s contribution of service charges to be calculated and charged to the Client Landlord, covering a period of eleven years, and the funds in question to be invested accordingly.
• Prepared regular financial snapshots for Senior Management of several properties in the LPS portfolio.
• Supervised the investment of reserves for service charges into high interest fixed deposit accounts, and tracked cash flows for each estate.
• Handled insurance claims for the Landlord in liaison with the relevant estate’s insurers.

• Oversight of all IT and information systems within the organization
• Spearheaded project-work as part of a Matrix teamwork structure.  (e.g. - Divided the whole corporate network into two separate intranets on different platforms.)
• Lectured and trained Surveyors as part of their CPD (Continued Professional Development)
• Liaised between LPS and all Government Agencies and Bodies for IT-related issues as IT Liaison Officer for the implementation of a major IT policy decision and programme of the Gibraltar Government.
• Key stakeholder in the programming and troubleshooting of the corporate Databases currently holding the whole of Gibraltar’s Land Registry, Rates database and Government Rentals, among other client data.
• Researched the various GIS products available in the market as part of a major inter-agency project for the creation of an integrated GIS solution for the whole of Gibraltar – a project currently being spearheaded by the company’s Senior Surveyor.
• Managed purchasing for IT products and oversaw the settlement of all IT expenditure within budget constraints.
• Reported to Board of Directors on all major IT expenditure items

(On Secondment from Land Property Services Limited*)

• Managed a Rental Management Portfolio of over three hundred properties and several members of staff.
• Made key structural changes to the organisation including the setting up of the whole Rental Management Department following the aquisition by Brian Francis & Associates of a rental management portfolio from a local Estate Agent in 1996 - at the time the largest selection of rental properties on the Rock.
•  Responsible for the proper accountability and banking of all rental income in separate Client Accounts with a total fund value of over £1,000,000.00 of yearly rental income and expenses.
• Presented reconciliations every month to clients.
• Instrumental in renegotiating all terms of business with all client landlords after the portfolio was acquired from another local Estate Agency
• Dealt with tenants' fault reports
• Negotiated with contractors for structural repairs to properties including on-site surveys of major defects with contractors and Client Landlords.
• Managed major project work onlarger estates, dealing with multiple contractors working with tight deadlines and budgetary constraints
• Headed a legal team in preparation for litigation.

• Managed the outsourced Electricity Charges Arrears Department for the Government of Gibraltar.
• Monitored and chased arrears for all electricity accounts for the Governemnt of Gibraltar
• Negotiated repayment terms with clients within parameters given by ministerial instructions
• Accounted for all monies collected for the Treasury
• Reported to Treasury officials
• Spearheaded a working group set-up to advise Gibraltar's Ministry for Social Services on policy matters affecting consumers on social benefits.

• Managed a firm of Management and Quality Assurance consultants with clients in Gibraltar and abroad.
  
• Responsible for new business development and sales in Gibraltar and in Spain
• Assisted local and UK based organisations to gain Quality certification up to the ISO9000 family of standards, as a platform for continuous improvement practises.
• Lectured locally on courses using Ken Blanchard's "Situational Leadership II" programme.
• Conducted market research and focus groups for local telephone service providers
• Directed "Action Learning" exchange programmes for a number of leading professionals and businessmen in Gibraltar and the UK.
• Gave proprietary licenced training to key clients in Gibraltar.
